Head of Partnerships, Evaluation and Outcomes for Children
Location:Lincolnshire - hybrid
Rate:Hourly, Negotiable (umbrella, inside IR35)
Duration: Until October 2025
Key Responsibilities & Skills Required:
* Lead multi-agency partnerships and cross-council collaboration to improve outcomes for children and families, ensuring strategic alignment and assurance across statutory functions
* Accountable for inspection preparation and self-assessment across frameworks including ILACS, SEND, JTAI and YJP
* Drive and evaluate safeguarding arrangements and risk management across place-based and regional partnerships, supporting the Council’s duty of care and compliance
* Represent the Council nationally and regionally; influence policy and practice through partnership boards such as Corporate Parenting, Youth Justice, and SEND standards groups
* Oversee the children’s performance and evaluation framework, leading on learning, outcomes, and quality assurance functions
* Champion participation, engagement, and advocacy frameworks, ensuring the voice of children and young people shapes practice and strategy at all levels
* Accountable for performance against the Children’s Act 1989/2004, Education Act 1990, and the Children and Families Act 2014
* Lead transformation across the functional area, improving delivery, value for money, and driving innovation through evaluation and performance insight
Essential Criteria:
* Qualified Social Worker registered with Social Work England
* Extensive senior leadership experience in children’s services and multi-agency safeguarding
* Deep understanding of national policy, legal frameworks, and local authority statutory obligations
