Job Title: PHB Specialist Manager Reports To: Director of Nursing/ Managing Director Location: Leeds Salary: £60,000 Hours: Full-time (37.5 hours per week) Job Purpose: To lead the development and delivery of a specialist Personal Health Budget (PHB) service that supports Integrated Care Boards (ICBs) in selecting the most appropriate, cost-effective, and clinically safe PHB model (notional, third-party, or direct payment). The role will ensure high standards of governance, compliance, and personalised care across complex care packages. Key Responsibilities: Lead the design, development, and implementation of a new PHB service offering strategic support to ICBs. Work collaboratively with ICBs, CHC teams, and commissioning partners to identify and deliver appropriate PHB models. Conduct comprehensive reviews and assessments of existing care packages to determine clinical and financial effectiveness. Provide clinical or social work oversight to ensure safe and high-quality care arrangements aligned with governance frameworks. Deliver PHB training to support the Delegated Healthcare task programme. Develop policies, pathways, and assurance tools for PHB implementation and monitoring. Create detailed reports and presentations for ICBs and internal governance forums. Monitor performance, outcomes, and risk across PHB packages, ensuring action plans are in place where required. Contribute to staff training, development, and supervision to maintain clinical competence and understanding of PHB processes. Promote innovation and improvement in personalised care delivery and funding models. Person Specification: Qualifications & Registration: Registered Health Professional (e.g., Nurse, AHP – NMC/HCPC) Evidence of ongoing professional development. Experience: Significant experience in complex care, community services, or personalised commissioning. Understanding of Personal Health Budgets and NHS Continuing Healthcare (CHC). Experience working with or within ICBs, CHC teams or local authorities. Service development or project leadership experience is desirable. Skills and Attributes: Excellent analytical and problem-solving skills. Strong interpersonal and influencing abilities. Clear understanding of clinical or social care governance. Ability to engage with multiple stakeholders at a senior level. Confident in presenting and reporting performance and outcomes.
