Cost Consultant - Pharmaceutical Sector Macclesfield - 2/3 days onsite Position status: This opportunity is for a secured role based in Macclesfield that is due to commence in March subject to approval. Project: Research and biopharmaceutical sector ranging from managing global property portfolios and business case development to construction delivery, fit-out commission and hand-over. Typical duties will include: The duties/responsibilities defined below may be supplemented by further duties as defined by AZ's Functional Lead. Develop class D estimates (/- 30%) for the justification phase of a new project. Develop class B estimates (/- 10%) for the budget sanction phase of a new project. Use AZ historic cost data and/or historic cost data to develop the cost estimates; adopt parametric or bottom up principles as appropriate in view of the maturity of the project scope definition Provide Basis of Estimate (BoE) ensuring all qualifications, exclusions and assumptions are captured Use AZ tools and systems to produce estimates. Develop initial Cost Breakdown structure (CBS), support the development of the WBS and ensure alignment between them Load estimating data into relevant systems and use the estimating and data systems in line with company standards Produce VoWD forecast utilizing class D estimate and programme. Input new project VoWD forecasts on to the master spend tool Manage and update monthly spend monitoring any in month and yearly changes and updating project graphs. Producing monthly portfolio reports Assist in the creation of the yearly phased budget and liaise with CPS leadership team and Finance. Take lessons learned from internal and external data sources in support of cost estimate establishment Develop, input into and maintain the cost database for corporate knowledge and feed back into the company norms Attend and participate in Project Kick off meetings. Collate all anticipated Project costs to develop and produce the Sanction Estimate Documentation to obtain project funds. Lead a project risk workshop to develop the Project Managers Reserve (risk pot). Support the Project Team to review the project risk register and monitor/manage contingency/management reserve. Develop Project Cost report in SAP, completing the WBS form and liaising with Genpact. Support the production of tender information and Contract Documents including collation of the NEC4 Contract Documents and other contract types. Support the Project Manager and/or AZ Procurement department to manage the tender assessment process and review and assist in any negotiations with the supply chain. Support the PM and project team with the management of contracts. Management of the AZ preferred contract management system (CEMAR) to manage the general administration of contracts. Raise Purchase Requisitions (PRs) in the Coupa system to enable Purchase Orders (POs) to be issued for supply chain services. Validate and certify payments in line with the prevailing contract terms and conditions. Review monthly cost applications from suppliers and raise payment certificates. Produce and provide monthly updated Cost Reports updating Anticipated Final Cost (AFC) forecasts. Produce and provide monthly updated Project cashflows. Instigate, lead and undertake detailed cost audits as required by the contract arrangements Conclude the Final Account for supply chain contracts in line with the prevailing contract terms and conditions. Evaluate submitted contract claims/disputes and advise AZ on their potential liability; support AZ and/or their advisors to resolve the claims/disputes. Work in close liaison with the Estimator and Cost Engineer to "normalise" the contract data and develop benchmark data for future use. Support project reviews and audits. Your knowledge, experience and skills need to include: Previous experience in a cost consultancy practice in a similar role. Previous experience working with blue chip Life Science & Pharmaceutical clients NEC form of contract experience essential Cost planning, budgeting and estimating experience. Previous experience of managing people and risk management. Knowledge of contract law and contractual frameworks relating to construction. Sound knowledge and ability to undertake and advise on Contract Administration Knowledge of value engineering and life cycle costing. Strong understanding of industry best practice. Understanding of hot topic issues such as Sustainability, Social Value, Carbon Reduction impacting Public Sector Capex V Opex Cost Analysis/ advice
