· With a workforce of around 3,500 people and an annual income of some £330million this year, the Trust provides integrated health and social care services through a network of community and inpatient settings, serving diverse communities across Buckinghamshire, Essex, Hertfordshire and Norfolk. As a university NHS foundation trust, HPFT continues to develop strong links with the University of Hertfordshire, providing excellent learning and development opportunities, as well as strengthening our clinical research capability.

Our Services

We provide mental health and social care services - including Adults of Working Age, Older Adults, Children and Adolescents and Specialist Learning Disabilities services.

The Trust works in close partnership with Hertfordshire County Council and also with other NHS organisations to promote and support mental health in the community. We also provide specialist learning disability services in Norfolk and North Essex.

The Trust provides:

· Community Services including local teams for mental health.

· Acute and Rehabilitation Services including inpatient services and crisis team.

· Specialist Services such as mental health services for older people, eating disorders, and our mother and baby unit.

· Learning Disability and Forensic Services.

Job Summary

This role will lead complex Trust-wide transformation programmes from inception to completion. It will ensure programmes are delivered effectively and achieve the intended measurable impact and outcomes for service users, carers and staff.

Key Relationships

The post holder will develop relationships and directly work with a range of stakeholders at all levels including: members of the Executive Team, other senior managers, clinical and operational roles, managers working in corporate functions such as HR, Digital and Finance, stakeholders from parter organisations, and service users and carers.

Leadership and Staff Management Responsibility

Management:

· The post holder will be required to either directly line mange or supervise more junior project managers or project officers. Where line management is required, they will be responsible for recruitment, appraisals and disciplinary matters.

· The postholder will contribute to the development of the transformation team by sharing their skills and delivering informal learning sessions.

· Managers have a duty to promote and support staffs’ personal health and wellbeing at all times, this includes both physical and mental health and wellbeing. Managers have a responsibility to support staff by directing employees to services that are available to everyone to help in managing health and wellbeing. They should beopen and approachable as well as proactive in discussing and agreeing a process to monitor an employee’s mental and physical health.

Leading programmes:

The postholder will provide effective leadership of complex and long-term Trust-wide projects and programmes that often involve uncertainty and a high level of risk. This will include:

· Scoping programmes by analysing a range of complex data sets and using strategic thinking to identify delivery options and required resources

· Ensuring programme objectives are clear and the measurable impact on effectiveness, safety, experience and productivity can be assessed.

· Establishing strong programme management approaches and governance that enable the programme to be delivered on time and budget, as well as adapt to changes when required

· Setting up and delivering regular reporting and monitoring of progress and risk management

Financial Responsibility

The post holder will be required to oversee the budget for the programmes which they manage.

Service Development and Improvement

· The post holder will work with clinicians, operational managers, service users and carers to develop and deliver service redesign projects which will achieve improved performance and quality of services across the Trust or at least one Directorate.

Communications

· The postholder will develop and implement effective communications strategies for the programmes they are managing, which will require the communication of complex, sensitive and sometimes contentious information to a range of stakeholder groups.

· They will formally present programme information to large groups, including senior managers, external stakeholders and service users and carers; as well as write written Board reports.

Standards of Business Conduct and Conflicts of Interest

The Trust has adopted a Standards of Conduct Policy, which reflects NHS Management Executive Guidelines. It is the responsibility of all staff to ensure that they act as a role model, by upholding the principle of a leading mental Trust. Staff should be informing their line manager if they are working for any other organisation to ensure that this Trust complies with the Working Time Regulations.

Information and Records Management

The post holder must be competent in using IT and have the relevant skills to carry out the activities required for the post.

To comply with the Data Protection Act 1998, Freedom of Information Act 2000 and Department of Health Code of Confidentiality in line with Trust procedures.

To adhere to the Trust’s policies on records management including creation, use, storing and retention and disposal of records.

Adhere to the Trust’s Corporate Identity (using the standard templates – available on the Trust intranet ‘HIVE’).

Safeguarding Adults and Children

The Trust is committed to ensuring adults and children are protected and come to no harm from abuse.
