Job Description The Warehouse Agency & Resource Manager is accountable for defining and delivering the warehouse labour strategy, ensuring the right balance of permanent and agency resource is in place to meet operational demand efficiently, compliantly, and sustainably. The role owns forward-looking labour modelling, agency workforce planning, supplier governance, and labour cost control across all warehouse shifts. It operates with authority to challenge labour decisions that are misaligned to volume forecasts, cost efficiency, or governance standards, while enabling operational teams to deploy labour effectively on shift. A core objective of the role is to shift the labour approach from reactive gap-filling to proactive establishment control, reducing structural reliance on agency while preserving flexibility for peak and volume fluctuation. The role is fully accountable for ensuring all agency suppliers operate in strict alignment with company policies, HR governance standards, safety expectations, and behavioural requirements. The role will cover the following key areas: Labour Strategy & Planning Own and optimise the warehouse labour model through accurate forecasting, commercially justified headcount decisions, and structured reduction of agency reliance to ensure demand-led, efficient, and governance-compliant deployment. Agency Performance & Cost Control Drive agency performance, cost transparency, and accountability through structured supplier reviews, robust KPI management, and close alignment with Operations and Finance on service, productivity, and budget targets. Peak & Seasonal Planning Lead proactive peak and seasonal labour planning to enable controlled ramp-up, early visibility of requirements, and reduced dependency on short-notice agency supply. Agency Governance & Alignment Establish and enforce a consistent Agency Governance Framework that aligns suppliers to company standards, ensures timely escalation and documentation, and holds agencies accountable for compliance, conduct, and performance.
