Job summary


As a Late Filling Penalties Debt Manager you will report to the Senior Debt Collection Manager and be responsible for leading the debt collection operational team on site and managing the outsourced portion of our debt collection strategy. This is a key role which helps to make sure our organisation can meet and deliver its business and strategic objectives by ensuring the effectiveness of the debt collection process of the late filing of accounts penalty scheme.

You will be one of the principle contact's for the internal and external stakeholders, accountable for contract performance and its delivery and ensuring that debt management policies and processes are reviewed and updated. You will need to analyse management information to monitor, report on and challenge the debt collector's performance to assure optimum outcomes and value for money for Companies House.

Managing a small operational team, you will be expected to engage in the wider leadership of Finance and work collaboratively across the business. With a strong emphasis on engaging in the culture groups both within finance and the organisation and refining existing processes to improve on known issues. The role will also take an active part in working with our debt collecting agents, making certain that we maximise opportunities and any risks are raised and considered by the supplier. As well as ensuring all stakeholders are kept informed of performance and developments within the contract, the role will work collaboratively with sections within Companies House to consider impacts of changes within the contract.

Job description


What will the successful candidate be doing?

Managing Contract

* Analyses data to measure business and performance requirements, conducting trend analysis and audits to inform decisions. Collate and review management information to Identify and challenge areas of poor performance by suppliers and the Authority.
* Manages stakeholder engagement and review of contract objectives to ensure benefit realisation, reviewing opportunities for innovation and additional value over the life of the contract
* Input into the contract management plan and support implementation of the structured plans to manage risks and stages of contract lifecycle.
* Manage the budget of c.£7m for the external debt collection ensuring a strong rate of return and balance with compliance is achieved. Through awareness of financial constraints proactively manage activities under the contact, including the accuracy and completeness of invoicing
* Regularly review the LFP processes to identify opportunities for process improvement.
* Monitor the contract performance against the cross-government debt management strategy ensuring regular reporting against the existing KPI's, keeping abreast of any developments.
* Verify that the reconciliations between all parties are completed on a regular basis and fully evidenced.

Managing Late Filing Penalty (LFP) team

* Leading a small operational team, you will oversee the daily finance operations of the LFP scheme.
* Develop synergies between the internal debt collection process and those under the outsourced Debt Collection activity, thereby ensuring the effectiveness for the whole life of the debt.
* Promoting and developing a continuous improvement culture amongst your team

Stakeholder & Supplier Engagement

* Identifies and build productive relationships with stakeholders, adapting approach to audience to achieve planned outcomes.
* Attending user group meetings to ensure Companies House is represented in key discussions and report back on upcoming changes, opportunities and risks
* Review governance reporting around the contract, reporting to relevant internal boards.
* Understand the debt collection market to support decisions around commercial arrangements and contract evaluation
* Attend regular supplier meetings with other government customers and deputise for senior manager

Risk Management:

* Management of the risks in the debt collection process and contract including development of contingency plans and collaborate with stakeholders to ensure risks are properly identified and mitigated.

Miscellaneous:

* Provide inputs into updates to contractual documentation, risk register, business case and financial model based on implemented changes.
* Identifies best value for money in options via collaboration with colleagues as part of the options appraisal process.

Where will you be working?

You will be aligned to our Cardiff office, where you will be expected to attend on a regular basis. We are currently using a hybrid approach to the way we work which provides opportunities for you to be adaptable in the way you work so that you can achieve a healthy balance between your work and home life. The degree of choice you have will depend on your role and your day-to-day work activities. What will the process look like?

Sift
