Person Specification and Background Information
King's Barton Housing Association Limited (KBHA) is a small registered social housing with 147 homes (mostly one bedroom) which are occupied by independent persons aged 55 years plus. The properties are located in the Kingswood, Staple Hill and Downend areas.
The role of Housing Manager will lead a team currently consisting of five part-time colleagues: Assistant Housing Manager, 2 x Housing Officers, Finance Officer and Admin/Finance Officer based at 5 Moravian Road, Kingswood, Bristol BS15 8LY and deal with all aspects of the Association's work, in close collaboration with the board of management.
The office opening hours are 9:00 am pm Monday to Friday.
The Housing Manager will manage the team, supported by the Assistant Housing Manager, with the key areas being to ensure all legal and statutory obligations are met, including meeting the requirements of the Regulator of Social Housing. Keeping up to date with any changes to the responsibilities of the Association and updating the board of management is essential.

Essential requirements of the person for Housing Manager are:
1. An experienced housing professional within the social housing environment and at a senior level.
2. Holds a recognised housing qualification, or willing to agree to complete an approved qualification within 2 years of appointment; as specified in the Competence and Conduct Standard requirements.
3. A valid driving license and use of a car.
4. Good IT skills, including Word and Excel and using a bespoke housing management system.
5. Previous experience of managing a team at a senior level within a housing organisation.
6. Able to deal confidently with staff management and ensure effective performance management takes place.
7. Previous experience of preparing and presenting reports to a board of management.
8. Needs to be flexible in order to meet the needs of KBHA to ensure KBHA provides a high-quality service.
9. Excellent interpersonal and communication skills.

11. To have a basic working knowledge of budget management.
Desirable requirements:
1. Previous experience of preparing and managing budgets.
2. Have experience of asset management within a housing organisation.
3. An awareness of the legal and regulatory requirements of a Housing association.
4. Have let and managed contracts, including repairs contractors and associated contracts required for a housing organisation.
5. Previous experience of business planning.
6. Have knowledge of and, ideally involvement in the refurbishment and development of new properties.
Salary: In line with NJC for Local Government Services - SCP 35-38
The role is 20 hours per week (Monday to Friday) /pro rata to a standard Kings Barton Housing Association full time working week of 35 hours. There will be a need for flexibility in attendance (hours/times). This will include a minimum of 6 evenings per year to attend Board meetings and, in addition, attendance at sub committees (afternoons/evenings) as required (for which TOIL will be given).
The successful applicant will be subject to a three-month probationary period.
The post holder will have pro rata 5.6 weeks annual leave plus Bank Holidays.
The notice period will be 6 months.
Job Description
Post: Housing Manager – Part-time
Responsible and Accountable to: King's Barton Housing Association Board of Management
Responsible for: All staff
Role:
The Housing Manager is responsible for running King's Barton Housing Association (KBHA).
To be responsible for the development of further housing provision in accordance with KBHA's future aims.
Hours:
The role is a minimum of 20 hours per week (Monday to Friday) pro rata to a full-time working work of 35 hours. There will be a need for flexibility in attendance (hours/times). This will include a minimum of 6 evenings per year to attend Board Meetings, and in addition, attendance at sub-committees (afternoon/evening).
Specific Responsibilities:
1. To ensure compliance with the Regulator of Social Housing – including meeting both consumer and Economic Standards.
2. To ensure compliance with the Complaint Handling Code, complaints, work with the Housing Ombudsman as required and report to the Member responsible for complaints and the Board on outcomes.
3. To be responsible to KBHA's Board of Management for all proper management functions in compliance with KBHA's Rules, Standing Orders and Financial Regulations.
4. To regularly report to and attend all meetings of the Board of Management, Sub-Committees, and the Annual General Meeting. (The Board of Management regularly meet up to 5 times per year). Met regularly with the Chair (and Deputy Chair as required) and to highlight areas of concern.
5. To develop working relations with the Homes England, Regulator for Social Housing, with other associations as appropriate and with the Local Authorities in the areas in which KBHA operates.
6. To be familiar with all aspects of housing law relating to housing associations and to comply with all directions, regulations, or guidelines issued by the Regulator for Social Housing.
7. To manage KBHA's Asset Management function, through regular property updates, annual programme of works, managing contracts and seeking professional advice as required.
8. To manage the annual audit process and production of annual accounts, working with appointed auditors and accountants.
9. To prepare annual budgets in conjunction with the Finance Officer for approval by the Board of Management and authorise/monitor spending against budgets.
10. To investigate development opportunities, seek out grant funding and work with local authorities and Homes England with regular updates to the Board of Management of potential sites.
11. To prepare and monitor 3-year business plans, showing the ability of KBHA to meet asset management, development opportunities and remain financially viable.
12. To appoint new contractors in line with Standing Orders, including letting those contracts (where necessary in conjunction with advisers) to obtain best business advantage for KBHA and to manage contractor performance thereafter.
13. To support and continue a positive role of tenant consultation where required in the interests of good management.
14. To participate in and manage the out of hours service provided by staff.
15. To be responsible for health and safety, in consultation with retained health and safety advisors and reporting concerns to the Board of Management.
16. To manage all staff.
17. To manage the Tenant Satisfaction Measures and reporting, including a bi-annual tenant survey.
18. To take a lead with KBHA's response to energy efficiency work and report to the Board of Management annually.
19. Any other duties as required which are commensurate with the position of Housing Manager.
