Job description
To be responsible to the Open Spaces and Active Living Officer in the provision of outdoor leisure facilities and to ensure that the business needs of the section are met in an efficient and cost effective manner. To assist the Open Spaces and Active Living Officer with the management and coordination of all facility management agreements/partnership agreements including the administration and collation of information as required. To assist the Open Spaces and Active Living Officer to establish and coordinate regular programmes, schemes and events to encourage the use of open spaces and active living and assist with the organisation of events, fun days and other participatory activities. To comply with council policies concerning a total quality approach to ensure required standards of service are maintained at all times and to ensure the timely, effective operation of required work programmes.
Responsibilities
* To work closely with the Events Unit regarding the implementation of all health and safety measures in connection with events, including all necessary liaison with the councils City and Neighbourhood Services Department...
* ...and with external bodies such as the Police Service for Northern Ireland (PSNI), Department for the Environment (DoE), Belfast City Centre Management (BCCM), and Belfast Visitor and Convention Bureau (BVCB).
* To undertake the administration for small events held in the Parks liaising with the Events Unit as appropriate.
* To assist the Open Spaces and Active Living Officer with the allocation and administration of allotments ensuring effective delivery of the allotment service.
* To liaise effectively with other officers within the department, for example, City Parks Managers, Community Parks Managers, Community Parks Outreach Managers, Leisure Development Unit, Biodiversity and Countryside Officers, Events Unit, Landscape...
* Planning and Development Unit and Policy and Business Development Unit to identify and develop opportunities for partnership working, developing activities for families and devising schools programmes thereby delivering a more efficient and effective
* To assist in encouraging the use of parks and open spaces, in liaison with other officers of the council to ascertain opportunities for joined up working.
* To assist in the production and collation of service performance data including financial information for outdoor leisure facilities as required.
* To liaise closely with the Business Assistant responsible for the booking of outdoor pitches regarding the booking of events.
* To assist in the administration of the procurement of goods and services for the outdoor leisure function and to ensure the security of the same.
* To collect and reconcile monies at facilities as required ensuring compliance with all cash handling systems and administration procedures and informing management of any discrepancies.
* To administer the usage of bowling pavilions for sporting and non-sporting activities by community groups etc.
* To assist and participate in staff training, including health and safety, customer care, cash handling, complying with all relevant Belfast City Council policies and procedures.
* To assist the Open Spaces and Active Living Officer with the development, review and maintenance of an Outdoor Leisure procedures manual.
* To participate in working groups as required, assisting in the development of service business plans and improvement of delivery of service to the public.
* To undertake regular training to ensure that all knowledge required to safely stage events, for example, health and safety, risk assessments, legal agreements etc is kept up to date.
* To participate as directed in the councils selection interview procedure.
* To undertake the duties in such a way as to enhance and protect the reputation and public profile of Belfast City Council. To act in accordance with the council and departments customer care procedures.
* To undertake such other relevant duties as may from time to time be required.
Skills and Qualifications
Essential Skills
* Applicants must, as at the closing date for receipt of application forms, be able to demonstrate on the application form, by providing personal and specific examples:
* At least one years relevant work experience in the following three areas: a. providing advice on the management of outdoor events in public spaces; b. cash handling, reconciliation and lodgements; and...
* c.working in a customer service environment, including responding to customer requests, in accordance with corporate policy.
