Our client is seeking an experienced Payroll & Pensions Manager to join their Finance team. This key role oversees the payroll and pensions operations for a Further Education College, ensuring timely staff payments and compliance with statutory and financial regulations.
Key Responsibilities:
1. Maintain technical knowledge of payroll matters.
2. Ensure payroll database compliance with taxation legislation; maintain confidentiality of payroll and pension records.
3. Provide payroll analysis, including journal preparation and control account reconciliations.
4. Manage monthly third-party payroll payments and electronic pension record submissions (TPA (MDC), LGPS, Scottish Widows (SW), NEST).
5. Oversee College apprentices on the Digital Apprenticeship Service and report on the apprenticeship levy.
6. Update in-year payroll forecasts.
7. Handle P11D requirements.
8. Support daily payroll operations for the College and QRS Limited, covering salary, pension, overtime, and expenses, complying with employment legislation and policies.
9. Prepare and distribute accurate, timely payrolls.
10. Manage statutory and contractual payments (SSP, SMP, OSP, SPL, SAP).
11. Forecast maternity pay.
12. Process monthly sickness payments.
13. Resolve staff queries regarding pay and provide advice.
14. Coordinate salary sacrifice schemes and manage Sodexo Employee Benefits membership.
15. Engage with auditors, HMRC, pension bodies, and external agencies.
16. Communicate with external providers regarding hourly paid staff.
17. Provide P45s and final payslips to leavers.
18. Generate monthly post-processing reports for Finance and Senior Leadership.
19. Arrange payroll advances.
20. Operate IR35 rules for guest speakers and lecturers.
21. Collaborate with HR on pay awards.
22. Ensure timely submission of RTI reports (FPS and EPS) to HMRC.
23. Administer pension services, ensuring scheme compliance and audit readiness.
24. Address pension queries and liaise with LGPS, TPA, NEST, and Scottish Widows.
25. Implement annual pension rate adjustments.
26. Manage auto-enrolment for pensions in compliance with legislation.
27. Oversee TPA End of Year Certification (EOYC) and reconciliation.
