Job Advert – Capital Projects Manager (Health & Safety Compliance – London based Council) Client: London based Council Job Title: Capital Projects Manager Location: London (Hybrid – Site Attendance as Required) Contract: Ongoing Temporary Contract Pay Rate: £44.71 per hour Umbrella LTD / £32.94 per hour PAYE Start Date: ASAP About the Role: A London based Council is seeking a skilled and driven Capital Projects Manager to join their Strategic Property Services team. This is a critical interim role to help deliver a multi-year Capital Programme of Health & Safety Compliance remedial works across a broad portfolio of assets including operational buildings, libraries, temporary accommodation, and general fund properties. This role plays a vital part in supporting Hackney’s compliance strategy and ensuring that capital works are delivered on time, within budget, and to exacting standards of safety and sustainability. Key Responsibilities: Lead delivery of individual capital projects from feasibility through to completion Oversee health & safety compliance works across multiple property types Manage consultants and contractors in line with the council’s procurement and contract management frameworks Monitor budgets, timelines, and risks, ensuring high-quality project outcomes Prepare and maintain project documentation including reports, contracts, and risk registers Ensure capital governance processes and reporting structures are adhered to Support the development of strategic business cases, project initiation documents, and contract procurement Promote sustainability and carbon reduction across the capital programmeExperience & Skills Required: Extensive project management experience delivering capital works in the public sector Proven track record of managing multi-disciplinary teams and complex building projects Excellent stakeholder management and negotiation skills Strong knowledge of health & safety compliance and property legislation Ability to manage capital and revenue budgets and control project spend High-level report writing and communication skills Understanding of governance and performance monitoring in local governmentQualifications: Degree or postgraduate qualification in a relevant property or construction discipline MRICS, MCIOB, or similar recognised professional membership (essential) Recognised project management qualification (e.g. PRINCE2) NEBOSH Certificate or equivalent (desirable)How to Apply: If you’re looking for your next challenge and want to contribute to a high-impact, borough-wide programme, please get in touch on (phone number removed) or email (url removed)
