What You’ll Do
As a Street Scene Enforcement Officer, you’ll:
6. Monitor domestic and commercial properties to ensure compliance with waste storage, presentation, and recycling rules.
7. Educate residents and businesses on proper waste disposal and recycling practices, using media, outreach, and campaigns.
8. Investigate improper waste storage, littering, dog control violations, and abandoned shopping trolleys, gathering evidence for enforcement.
9. Issue fixed penalty notices, formal notices, and community protection notices for environmental offences, preparing prosecution cases when needed.
10. Conduct Local Environmental Quality (LEQ) patrols to address littering, dog control issues, and abandoned trolleys.
11. Handle complaints and service requests with diplomacy, resolving conflicts and managing contentious issues.
12. Maintain accurate records using mobile technology and document management systems to support audits and prosecutions.
13. Collaborate with other agencies, including police and local authorities, to tackle environmental challenges.
14. Support community clean-up events and educational campaigns to promote waste reduction and recycling.
15. Contribute to Cardiff Council’s commitment to equality, health and safety, and core values.

17. Communicative: Skilled at engaging with residents, businesses, and community groups in person, by phone, or in writing.
18. Resilient: Comfortable handling confrontations, managing conflicts, and addressing complex issues with tact.
19. Physically Fit: Capable of bending, lifting, and walking during patrols, working in outdoor conditions (e.g., adverse weather, hazardous waste).
20. Tech-Savvy: Proficient in using mobile document management systems to maintain accurate records and audit trails.
21. Team-Oriented: Committed to collaboration, equality, and upholding Cardiff Council’s values.
22. Knowledgeable: Understand environmental legislation and know when to educate versus enforce.
Preferred Skills/Experience:
23. Experience in environmental enforcement, waste management, or community engagement.
24. Familiarity with issuing fixed penalty notices or preparing prosecution cases.
25. Confidence in presenting evidence in court, if required.
