Accountant Location: Sbarc | Spark, Maindy Road, Cardiff, CF24 4HQ Start Date: ASAP Contract Duration: 3 Months Working Hours: Mon – Fri, 09:00 – 17:00, 37 Hours per week Pay Rate: £ 23.17 per hour Job Ref: OR8461 Responsibilities Work closely with the Finance Business Partner to oversee the South East Wales Corporate Joint Committee’s (SEWCJC) financial accounting, reporting, and internal control environment, ensuring accurate and timely inputs to the General Ledger via its feeder systems. Support the wider finance team, key internal and external stakeholders regarding all accounting and reporting requirements. Support the Finance Business Partner (FBP) in the annual budget setting process, including preparing the Medium-Term Financial Plan for both Operational Budgets and the Wider Investment Fund (Revenue & Capital). Support the FBP in preparing the monthly board pack to provide up-to-date information at Project, Programme, and Portfolio levels to a range of internal and external stakeholders. Support the FBP with the Annual Financial Statements and external audit of Annual Financial Statements for all SEWCJC activities. Lead on the Management Accounting arrangements for specific Projects, providing timely financial advice and support to Project Managers. Ensure the integrity, accuracy, and timeliness of all general ledger transactions processed via SEWCJC's accounting system and completeness of relevant supporting documentation for auditing purposes. Assist with the timely and accurate processing of Balance Sheet reconciliations for SEWCJC Projects, during the year and at year-end. Support the FBP in resolving all performance audit queries raised by SEWCJC's External Auditors and assist in implementing any Recommendations resulting from such audits. Support the FBP in reviewing and inputting into the Business Case process, providing financial oversight to mitigate risk and monitor spend and performance. Support in developing financial models to support the Innovation & Investment Framework and individual projects. Assist the FBP with supervisory and management responsibilities for the Finance Business Partnering aspect of the overall SEWCJC Finance Team. Assist in the regular review of the SEWCJC Contract Forward Plan and individual procurements, providing financial and commercial oversight to understand and mitigate risk. Support the FBP with maintaining the accounting system (CIVICA). Support the Corporate Joint Committee Transition Plan in finance matters, particularly in developing the accounting system, financial reporting requirements, and associated policies, procedures, and processes. Undertake other duties as reasonably required by the Head of Finance, Risk & Assurance, FBP, and other members of the Senior Leadership Team. Person Specification Strong understanding of financial accounting, reporting, and internal control environments. Experience in budget setting and financial planning processes. Proficiency in preparing financial statements and supporting external audits. Ability to provide financial advice and support to project managers. Excellent skills in ensuring the accuracy and integrity of accounting transactions. Experience in resolving audit queries and implementing recommendations. Capability to review business cases and provide financial oversight. Proficiency in developing financial models and supporting investment frameworks. Experience in supervising and managing finance teams. Ability to review procurement plans and provide financial oversight.
