Wirral and Sefton focus on Smoking Cessation, helping individuals quit smoking through structured, evidence‑based support. Bolton delivers both Smoking Cessation and Tier 2 Weight Management Support, addressing tobacco dependency and healthy weight management. Our multidisciplinary team of Health and Social Care professionals, Business Intelligence, Service Development, Governance, Finance and Business Development supports you to drive the Service forward.
Key Responsibilities
* Strategic engagement & influence: build and maintain strong relationships with ICBs, PCNs, local authorities and voluntary sector partners; influence system‑level decision‑making; represent the organisation at regional forums and strategic planning groups.
* Pathway disruption & redesign: identify and analyse existing pathways that can be restructured to include lifestyle interventions.
* Co‑design new referral pathways with system partners, ensuring they are clinically appropriate, scalable and sustainable; lead pilots and evaluate impact to inform wider rollout.
* Referral system development: work with digital and clinical teams to embed referral mechanisms into clinical systems (e.g. EMIS, SystmOne); ensure pathways are accessible, inclusive and meet the needs of diverse populations.
* Business development: identify and pursue opportunities for service growth and innovation across the region; develop proposals and business cases to secure funding and investment for new models of care; build strategic partnerships.
* Monitoring & evaluation: develop KPIs and outcome measures to assess the effectiveness of new pathways; report on progress to stakeholders and use data to drive continuous improvement.
* Capacity building: support training and development for frontline staff to understand and use new pathways; share best practice across the region and contribute to national learning.
* Line management of stakeholder and engagement officers across the region.
Person Specification
Essential Criteria
* Proven experience in system‑level engagement and influencing within health and care settings.
* Strong understanding of ICB structures, priorities and commissioning processes.
* Demonstrated experience in pathway redesign and service integration.
* Track record in business development, including writing proposals and securing funding.
* Excellent stakeholder management and communication skills.
* Ability to work autonomously and drive change across complex systems.
* Knowledge of lifestyle services, prevention models and population health approaches.
Desirable Criteria
* Experience working with digital health systems (e.g. EMIS, SystmOne, NHS Spine).
* Familiarity with social prescribing and community‑based health models.
* Experience in service evaluation and impact reporting.
* Understanding of health inequalities and approaches to address them.
* Postgraduate qualification in public health, systems leadership or service design.
* Project management certification (e.g. PRINCE2, Agile).
Qualifications
* Essential: Degree‑level qualification in public health, health management, social care or related field; evidence of continued professional development.
* Desirable: Postgraduate qualification in public health, systems leadership or service design; project management certification.
