Overview
Cumberland Council is seeking an experienced Programme Manager to lead the delivery of major capital projects and programmes worth £10m+ annually. The position involves managing all stages of the project life‑cycle, overseeing procurement and contracts, and leading a high‑performing team to deliver projects that make a real difference to our communities.
Responsibilities
* Manage the delivery of major capital projects and programmes.
* Lead all stages of the project life‑cycle, ensuring projects are delivered on time, within budget and to the required quality standards.
* Oversee procurement and contract management, ensuring value for money and compliance with statutory and council requirements.
* Stakeholder engagement, maintaining positive relationships with local authorities, regulators, contractors and community groups.
* Lead, motivate and develop a cross‑functional team, fostering a high‑performing and collaborative culture.
* Provide accurate and timely reporting to senior management and stakeholders.
* Interpret and apply relevant legislation, policies and procedures relating to public sector procurement, contracts and project management.
* Adopt and promote continuous improvement practices across the programme.
Qualifications and Experience
* Proven experience in managing large‑scale capital projects.
* Strong project and programme management skills with a track record of delivering complex programmes.
* Excellent stakeholder engagement and commercial acumen.
* Relevant degree or equivalent qualification.
* Experience in the public sector, preferably in local government infrastructure.
