Overview We are seeking a detail-oriented and proactive Tender Manager to lead the coordination, development, and submission of high-quality tenders and formal procurement responses in the health and social care sector. This role is critical to ensuring our bids are competitive, compliant, and aligned with our organisational strategy and service offer. The successful candidate will have a strong understanding of public sector procurement processes and experience managing tenders from initiation to submission, working cross-functionally with internal teams and external stakeholders. Key Responsibilities Lead the end-to-end management of tender submissions, ensuring timely, accurate, and high-quality responses. Work collaboratively with subject matter experts to gather content, assign responsibilities, and coordinate inputs across teams. Write and edit narrative content for tenders, proposals, and supporting documents, ensuring they are tailored, persuasive, and aligned to customer specifications. Interpret procurement documents to develop winning strategies and structured responses that meet all mandatory and evaluation criteria. Ensure all submissions are compliant with procurement rules and internal governance processes, managing clarifications and submission logistics. Maintain and develop a library of standard bid content, case studies, CVs, and service models for use in future opportunities. Support post-award mobilisation and handover to delivery teams, ensuring continuity and clarity of commitments made in tenders. Monitor tender portals and frameworks for relevant opportunities, flagging and prioritising those aligned with strategic growth plans. Conduct bid debriefs and implement lessons learned to strengthen future submissions. Skills & Experience Required Proven experience managing public sector tenders in the health or social care sector. Strong knowledge of formal procurement processes, frameworks, and evaluation methods. Excellent written communication skills with a track record of producing compelling, structured proposals and specifications. Experience coordinating multi-stakeholder inputs and managing deadlines under pressure. Ability to analyse complex procurement specifications and create strategic response frameworks. Competence in using data and insights to support bid narratives and service value propositions. Highly organised with attention to detail and a commitment to quality. Desirable Attributes Experience in health or care service delivery, transformation, or commissioning. Familiarity with NHS England, ICBs, and local authority commissioning environments.
