Exciting Opportunity for a Highway Development Control Engineer in the East Midlands
A contract opportunity has become available for a detail-oriented Highway Development Control Engineer to join the Highways Development Management team in the East Midlands. Working on behalf of a local authority, you will assess and manage the highway implications of new developments, ensuring residential, commercial, and strategic schemes align with highway safety, design standards, and planning policy.
Responsibilities
 * Assess the impact of planning applications on the highway network and provide formal technical responses.
 * Liaise with planning authorities, developers, and consultants to ensure proposed developments meet highway standards.
 * Review and comment on Transport Assessments, Travel Plans, and other supporting documentation.
 * Recommend appropriate highway mitigation and improvement measures in line with policy and legislation.
 * Undertake site visits to assess existing conditions and verify developer proposals.
 * Prepare and review Section 38 and Section 278 technical submissions for highway adoption and improvements.
 * Provide expert advice and support at planning committee meetings and public inquiries as required.
 * Collaborate with internal teams including Traffic, Transport Planning, and Legal to support delivery of development-led infrastructure.
 * Manage multiple projects and deadlines within a fast-paced planning environment.
 * Support the coordination of developer-funded highway works, including timescales and technical approvals.
Key experience and qualifications
 * Working within a Highways Development Management, Highway Engineering, or Planning team.
 * Assessing planning applications from a highways and transportation perspective.
 * Preparing and evaluating Section 38/278 technical drawings and documentation.
 * Working knowledge of the Highways Act 1980, Design Manual for Roads and Bridges (DMRB), and Manual for Streets.
 * Interpreting and applying highway policy, planning law, and design guidance.
 * Strong written and verbal communication skills for internal reports and external consultation.
 * A degree or equivalent in Civil Engineering or a related subject.
 * Proficiency in using AutoCAD and GIS-based mapping tools (desirable).
 * Experience working within or alongside local government or consultancy partners.
 * Organised, proactive, and capable of balancing competing demands in a public-facing role.
