Deputy Directorate Manager and End of Life Lead.

The Deputy Directorate Manager plays a key operational leadership role, supporting the safe, efficient, and effective delivery of high-quality clinical services within the Directorate. The post holder is responsible for ensuring that delegated services meet operational performance standards, deliver excellent patient outcomes, and operate within agreed financial and workforce parameters. Provide Trust-wide operational leadership and coordination for End of Life (EoL) service delivery.

Reporting to the Directorate Manager, the postholder is responsible for activity delivery and financial and operational performance including meeting the specialty and directorates objectives and the strategic corporate objectives of the organisation. This role includes the day-to-day management of services and to staff within their area of management.

The role supports the strategic development and modernisation of services, working closely with the Directorate Triumvirate to drive continuous improvement, implement service transformation, and optimise the use of resources. The post holder will deputise for the Directorate Manager as required.

Preference will be given to internal Trust staff, as well as 'Priority' and 'At Risk' status including NHS At Risk staff throughout Devon who are able to display recent relevant experience as dictated by the Person Specification.


Main duties of the job

a) Operational Performance Management Accountable for the day-to-day operational delivery of delegated clinical services, ensuring compliance with national and local performance standards while maintaining safe, effective, and patient-centred care. Provide Trust-wide operational leadership and coordination for End of Life service delivery and its interfaces with community partners.

b) Service Planning and Transformation Supports the strategic planning, redesign and modernisation of services in line with the Trust's strategic objectives. Leads improvement projects that enhance service efficiency, capacity, sustainability, and equitable access.

c) Financial and Resource Management Contributes to effective financial management of the Directorate, including budget setting, cost improvement initiatives (CIPs), and monitoring of income and expenditure.

d) Workforce and People Leadership Provides visible and supportive leadership to operational and administrative teams within the Directorate. Supports workforce planning, recruitment, retention and staff development initiatives in collaboration with HR and clinical leadership.

Governance, Information and Communication Analyses and communicates highly complex and sensitive operational and performance information to senior stakeholders, both internal and external. Supports effective risk management, clinical governance and service assurance processes.

Job responsibilities

* Operational Management & Service Improvement

a) Responsible for the operational management of the Directorate, including providing oversight and assurance of operational effectiveness, including urgent and planned care (patient flow and waiting list management) to achieve top quartile benchmarked performance. Provide Trust-wide operational leadership and coordination for End of Life (EoL) service delivery and its interfaces with patient flow, discharge, and community partners.

b) Provide leadership, direction and support to all staff, fostering an open and inclusive style of management, encouraging team working and good working relationships.

c) Line manage allocated staff in the Department, undertaking regular one to ones, undertaking appraisal annually and set objectives and development plans which reflect the Trusts annual objectives.

d) Lead the services in the delivery of all performance targets including waiting lists, finance and quality standards, business and operating plan targets and the quality of services to patients.

e) Ensure the most efficient and effective utilisation of staff in the service/s undertaking regular reviews of workforce.

f) Identify areas of the administrative process where improvement could be made to help improve management of waiting lists and the activity and performance.

g) Lead delegated projects and service improvement projects across the Directorate to deliver improvements in the efficiency and effectiveness of services.

h) Lead responsibility for the implementation of the business plan and monitor progress to ensure delivery of all performance targets.

i) Develop new or revised standard operational policies and implement across the relevant teams with the ability to measure success or failure and demonstrate improvements.

j) Support the quality leads to develop a model for the measurement of patient experience and make necessary amendments based on the recommendations.

k) Work closely with all Teams to facilitate the implementation of an agreed service improvement agenda.

l) Take part in the Trusts on call manager rota.

m) Where required lead on the collation and presentation of information and analysis to the Directorate Management Team to evidence performance or audit tests of change for example, undertaking deep dives for assurance to Committees and Boards as necessary.

Person Specification


Knowledge and Experience

* oDemonstrable experience in delivering against a range of performance targets
* oDemonstrable experience of operational management within a complex organisation
* oDemonstrable experience of change management including service redesign techniques
* oDemonstrate a track record of delivering targets and improving services
* oA specialist proven knowledge and understanding of health care management, supported by theory and demonstrable experience
* oGood proven knowledge of Word, Excel, Access and Outlook
* oDemonstrable experience of patient pathway management
* oDemonstrable budgetary experience / management within the public sector
* oDemonstrate understanding of service improvement / redesign
* oDemonstrable experience of project management
* oProven knowledge of management tools and approaches
* oDemonstrable experience of performance management and development
* oDemonstrable experience of project management and training
* oDemonstrable experience of working in an acute hospital environment


Qualifications

* oDegree or equivalent demonstrable experience, plus significant experience in financial, service management, people management as above to masters level
* oWilling to undertake further training and development as necessary to undertake this role
* oFormal MSc in Leadership and Management
* oClinical or professional qualifications
