Preamble Terms of reference (TORs) provide a framework to assist in achieving objectives and clarifying responsibility, authority and accountability. Whilst approved TORs are a major contribution towards improved management, ultimately, it is up to the individual to deliver effective and efficient outputs using leadership, professional ability and management skills. Thus TORs should not be seen as prescriptive and post holders are expected to exercise initiative and be innovative, which may require operating outside their TORs. In these circumstances post holders are not to be constrained by their TORs in achieving success, but must ensure that their line manager and others are kept informed as appropriate. The Merchant Navy Liaison Officer (MNLO) (also MTO2) is located within the Navigation Training Unit of the Warfare Training Group of the MWS at HMS COLLINGWOOD. The unit has primary responsibility for the provision of navigation training to the Royal Navy. This will principally be Maritime Trade Operations (MTO) instruction to RN, RNR and International officers/ratings on career courses and acts an essential link between the Royal Navy and Merchant Navy. The Section is the Royal Navy navigation training lead school. The role is a reservist embed of key SQEP Merchant Navy Master Mariner SME within the Royal Navy. Primary Purpose To act as the MNLO by: Managing the Merchant Navy Liaison Voyage (MNLV) Scheme and supporting the Admin function provided by Interserve as contactors. Liaising with UK Nautical Colleges in role as UK Nautical Colleges Defence Liaison Officer. Facilitating Merchant Navy support to UK Special Forces operations and exercises. Relaying to the appropriate RN authority ad hoc enquiries from the shipping community. Acting as Project Manager to deliver the OOW500 and subsequent Master500 apprenticeship to Royal Navy Warfare Officers iaw ACNS- Strat-Pol Govt Maritime 2050 strategy and Dir P&T directive to align MCA Master Mariner qualification to CQ1 for improved RN retention and transferrability. To act as MTO2 by: Being the course officer for the Royal Navy’s Martime Security Forum (Formerly the Royal Navy’s One Day Shipping Managers’ Course). Being responsible for delivering training on Merchant Shipping. Secondary Purposes MTO2 is to: Respond to requests from Dir P&T, MTIC, NMIC, MWC, Maritime Battle Staff for Merchant Navy briefs as requested by relevant SO1s on request Attend the SDAC (Shipping Defence Advisory Committee) and WG (the main strategic channel for communication between the RN and MN) as requested by MOD ACNS Pol Engagement. Respond to requests from the Merchant Navy for ad hoc briefs on defence and matters of mutual interest to the Merchant Navy and Royal Navy as requested by relevant SO1s on request Attend the ISSF (Informal Ship Owners Security Forum) on behalf of the MOD. The industry informal channel for communications to which the MOD benefits with wider engagement as requested by NMIC and MOD ACNS Pol Engagement Chair the IfAIT Trailblazer group for MCA Master 500GT and coming Master 200GT as Naval links representative MOD ACNS Strat-Pol Engagement. Attend the Maritime Skills Alliance and act as STCW SME for SO1 Accreditation. Assist NTU and Learning and Development Organisation (LDO) in developing MCA apprenticeship programmes and guide RN aspirations to joint RN/MN training iaw the RN policy commitment to DfT Martime 2050 for SO1 WTG. Develop the wider martime relationship between the MOD contracted Career Transition Partenership and maritime sector to grow martime resettlement profile and outcomes iaw the RN policy commitment to DfT Martime 2050. This liasing with wider RN functions as appropriate for MOD ACNS Pol Engagement. Assist the Royal Navy development of wider maritime relationships to sector/Royal Navy mutual benefit. Report to MWS on developments aligned. Engage with the following organisations to this end: DfT and MCA on DfT Maritime 2050 RN policy delivery BRNC/RALEIGH on joint RN/MN training delivery growth Careers Transition Partnership (CTP) on DfT Maritime 2050 RN policy of maritime resettlement growth MOD contractors ELCAS funding to support 2. Govt forming Maritime Skills Commission (MSC) on RN input into DfT Martime 2050 Accountability MTO2 is: Accountable to 1RO; OiC NTU. 2RO; SO1 OC WTG. Functionally accountable to the XO HMS COLLINGWOOD for establishment DCO duties. Authority Authorised to liaise with: Director P&T and MWS departments on training and training planning matters. CNS Engagements re the MNLV Scheme, RN MEF and Shipping Managers Course. The Merchant Navy (including the Chamber of Shipping, UK shipping companies, and the wider UK Maritime Institutions) to support RN and RNR training objectives, run the MNLV Scheme and Nautical College briefs. UK wide shipping companies and DSCOM for commercial shipping and SRR (Strategic Ro-Ro). SBS SF Training Wing (STW) as per MWS Director Special Forces (DSF) SLA. Sign letters and release task related signals which are neither policy nor controversial. Tasks MNLO will: Maintain a contacts throughout the Merchant Navy and UK shipping industry. Be course officer for: The RN’s Maritime Security Forum (The RN One Day Shipping Managers Course) London Support MTO training as required by OIC RNR TE including RNR training weekends for SO1 WTG. Brief on Merchant Navy to other RN Warfare courses including IWO (N and C), PWO, CO/XO Desig and Int. for SO1 WSTG. Brief NATO and international students on Merchant Navy topics as authorised by SO1 WSTG. Assist in the review of MTO course documentation for SO1 WTG Write training reports on MTO Briefing Course students up to and including the rank of Commander RNR for SO1 WTG. Act as Liaison Officer to the principal UK Nautical Colleges (Solent, Glasgow, Fleetwood, South Shields, Lowestoft and Warsash) for SO1 WTG. Act as focal point on behalf DSF for contact within the UK’s shipping industry for Director SF (DSF) purpose of: Providing opportunities to use merchant vessels for exercises as part of UKSF’s exercise programme and for ad hoc Providing technical advice on merchant shipping matters during SF exercises and operations. Processing professional credibility to resolve technical disputes between the UKSF, ship owners and Masters. Being capable of taking part in the interactions that take place during Maritime Interdiction (MI) and Maritime Time Counter Terrorism (MCT) operations. Being familiar with the organisation and capabilities of UKSF in the MI and MCT area and have a general understanding of wider UKSF maritime capabilities. Annually under take a MNLV to maintain currency with the Merchant Navy for SO1 WTG. Support RNR Gw(AW) (Amphibious Warfare) training weekends at HMS COLLINGWOOD for SO1 RNR GW. Undertake the duty of DCO as directed by the XO HMS COLLINGWOOD. Act as Project Manager to deliver the OOW500 and subsequent Master500 apprenticeship to Royal Navy Warfare Officers.
