We have an exciting opportunity for an Internal & External Deployment Advisor to join our Workforce Surge and Deployment Team. You will support the execution of resourcing strategies to deliver a flexible and agile workforce to meet the needs of outbreaks and emergencies, ensuring rapid response capabilities and resource deployment with partner organisations. The role involves a wide range of work including, but not limited to, the following: Leadership and Management You will support and coordinate work across multiple teams, functions or locations, ensuring activity aligns with the Agency’s strategic priorities and goals. This includes contributing to the professional development of team members and supporting workforce planning specialists to deliver effective surge and deployment solutions by translating business needs into practical delivery. You will help keep work on track, maintain high performance standards, ensure compliance with Civil Service Commission recruitment principles, and support audit activity. The role also involves promoting cultural change, embedding new ways of working, making effective use of technology, and promoting a respectful, inclusive environment that values diversity, equality and inclusion. Service Delivery You will contribute to policy development within your remit and support the smooth and efficient delivery of related processes. This includes helping to establish sustainable ways of working and supporting a consistent, streamlined ‘single front door’ approach to outbreak resourcing across the Agency. You will work closely with operational teams, external stakeholders and recruitment specialists to support full end‑to‑end onboarding and offboarding processes for temporary resources, deploy internal resources effectively, and assist in workforce planning. You will also support outbreak escalation planning, ensure individuals are appropriately trained, and help identify workforce gaps, skills and capability requirements to inform recruitment and resourcing priorities. Stakeholder Communications You will develop and maintain effective working relationships with internal and external stakeholders, ensuring clear communication and alignment with APHA priorities. This includes collaborating with teams such as the Data & Information Unit, Operational Delivery, Contingency Planning and Capability & Experience to assess workforce needs and resourcing options. You will work collaboratively across teams to achieve shared objectives and support the development and delivery of engagement and communication plans where required. Data Analysis and Reporting You will support the collation, analysis and reporting of outbreak and resource deployment information to enable effective tracking and decision making. Working closely with data and contingency planning teams, you will help produce accurate, timely management information and intelligence, following agreed processes and standards. This includes highlighting risks, issues and opportunities to senior managers, and contributing to the design and production of high‑quality reports and visually engaging dashboards that provide insight and support senior‑level decision making. Continuous Improvement You will actively promote continuous improvement by embracing new systems, processes and ways of working, ensuring alignment across APHA and the wider Defra group where appropriate. You will identify opportunities for improvement, apply continuous improvement practices, and work with peers and managers to ensure consistency and effectiveness. You will support change initiatives driven by feedback and lessons learned, helping to continually enhance processes and improve the overall candidate and stakeholder experience.
