Job Description:
* The Housing Management Officer will work in the Housing Services Factoring Team, working throughout Fife.
* The main task is to arrange repairs and maintenance in mixed tenure blocks for the communal areas and consult with owners on the works.
* The candidate will carry out annual block surveys to determine repairs and maintenance, as well as reacting to emergency and routine repairs when they are reported.
* The candidate will work with partner services to raise accurate works orders to maximise first time fix and minimise the need for orders to be varied.
* Respond quickly to emergency and urgent maintenance queries to safeguard customers and the property. This includes fully completing and recording work accurately and within agreed timescales. Liaise effectively with contractors and developers and work in collaboration with other colleagues and teams to successfully manage and resolve repairs-based issues.
* Responsible for ensuring high quality private sector housing services through the implementation of legislative standards, Council policies, processes, and self-developed solutions.
* As Housing Management Officer, you will be required to deliver high quality customer care and advice, supporting private owners, landlords, tenants, and other stakeholders.

The Person
The post holder will be responsible for liaising and communicating effectively at all levels internally and externally in relation to mutual repairs.
You will be working within local communities to provide customers and partners with information, advice, guidance, and support in relation to private housing issues to meet performance targets and ensure the delivery of excellent housing services.
Before confirming appointment, you will be required to obtain Protection of Vulnerable Groups (PVG) scheme membership through Disclosure Scotland and become a member of the relevant PVG scheme.
Essential criteria for the post include:
* Educated to SCQF level 5 which includes National 5 or SVQ level 2 in Housing or equivalent or Standard Grades at Credit level or equivalent.
* Ability to deliver housing services through field-based working Fife wide.
* Experience of assessing and appraising complex information, problems, or situations.
* Knowledge of housing policy and practices, housing advice and housing standards.
* The candidate should have a knowledge of housing and legislation around factoring and shared repairs.
* Customer care skills and experience of assertive case management.
* Experience of partnership working in Council / private sector housing improvement.
* Budget management and communication and organisational skills.
* Able to provide a regular and effective service.
* Ability to work with minimum supervision.
* Ability to prioritise workloads, analyse and resolve problems.
* Ability to work alone to meet strict deadlines.
* Ability to communicate at all levels, both verbal and written.
* Ability to work as part of a team.
* Able to travel throughout Fife.
* The ability to deliver quality customer service and work well under pressure.
