Summary:
The Category Manager (Place Services) is a high-impact commercial role responsible for managing key sub-categories within the "Place" portfolio. The primary objective is to champion best-practice commercial approaches to external spend, ensuring value for money and transforming service delivery. You will lead on the development of robust sub-category strategies for Highways, Capital/Construction, or Waste, managing a diverse supplier base of over 300 providers. This role acts as the primary interface between the Procurement function and Directorate stakeholders, driving performance in cost, quality, and responsiveness.
Responsibilities:
* Develop and execute comprehensive sub-category strategies for Highways, Waste, or Capital projects that optimize business performance.
* Manage end-to-end procurement projects, ensuring compliance with West Sussex County Council (WSCC) policies and public sector procurement regulations.
* Act as the primary commercial interface for Directorates and Services within the Place portfolio.
* Monitor and report on category performance, focusing on cost, quality, and supplier responsiveness.
* Identify and mitigate commercial risks within the supply chain, particularly regarding high-value infrastructure and waste contracts.
Qualifications:
* MCIPS (Member of the Chartered Institute of Procurement & Supply) or equivalent professional experience is highly desirable.
* A degree in Business, Law, Supply Chain Management, or a related field.
* Evidence of ongoing professional development in commercial practice or project management (e.g., PRINCE2).
Essentials:
* Proven track record in managing spend within the Place category, specifically in Highways, Construction (Capital), or Waste Management.
* Experience leading complex, multi-million-pound procurement projects from inception to contract award.
