Job Description

We have an exciting opportunity to be involved in the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform how the Environment Agency regulates.

You will lead within the Programme Management Office (PMO) and contribute to the financial and business management of the Programme, supporting risk mitigation and removing barriers to ensure delivery aligns with our business case and provides value for money.

We seek someone with a strong track record in managing complex financial information, collaborating with stakeholders, and driving value for money and ongoing investment.

Key tasks include:

* Understanding the financial and economic cases underpinning the Programme’s business case and spending review bids.
* Ensuring programme deliverables align with strategic objectives and managing change control processes.
* Supporting the Programme Manager to ensure changes to Time, Cost, and Quality are assured, working closely with delivery teams to ensure affordability and value for money.
* Managing queries from senior stakeholders and delivering regular programme reports, including financial tracking across EA, Defra, and external suppliers.
* Supporting investment and funding activities alongside the Programme Manager and Director.
* Ensuring compliance with governance and assurance requirements.
* Supporting business management through whole life cost allocations.

The Team

The Digital, Innovation and Programmes team is responsible for implementing the Digital Strategy across E&B, setting strategic direction for digital services that will transform regulation processes.

You will work in a multidisciplinary team, alongside Defra shared services and third-party suppliers, shaping the delivery of user-centered online services and digital platforms to improve efficiency, simplicity, and speed.

Experience and Skills Required

Beneficial but not essential experience includes:

* Experience in fast-paced, dynamic programmes.
* Extensive digital skills with Microsoft products (Excel, SharePoint, PowerBI, etc.).
* Experience managing complex financial information.
* Understanding of financial, business planning, and budgetary processes, including charge funding, CDEL, and RDEL.
* Purchase order raising.
* Experience with business cases, approvals, assurance routes, and change control processes within EA and Defra.
* Experience in digital programmes (helpful but not essential).
* Knowledge of governance around spend control and assurance processes.
* Proven ability to lead, engage stakeholders, and drive innovation and best practices.

Additional Information

You will have an incident management objective as part of your development plan, with support and training provided.

The role is flexible regarding working location, with an EA Office base. Some travel and overnight stays may be required.

3. Focuses on Efficiency, Innovation, and Quality: Identifying opportunities for improvement and implementing them without compromising quality. Describe a time you improved your work area, how you identified the need, gained approval, and monitored effectiveness.
