Job Description
A vacancy has arisen for a Site Projects and Capex Manager to join the Manufacturing Team at Ellesmere Port. This role combines a hands-on attitude with strategic leadership to delivery complex site projects. The role will be exposed to senior leadership and will be expected to drive changes within the department. Operating in a dynamic and challenging environment, the position requires strong technical expertise and the ability to influence and lead teams effectively.
Main Responsibilities
* Develop and maintain a 3–5 year Capex roadmap aligned with business strategy.
* Challenge project scopes and apply value engineering principles to optimize cost and efficiency.
* Establish and manage framework agreements with engineering service providers.
* Implement stage-gate governance and ensure compliance with COMAH and corporate standards.
* Provide portfolio visibility through dashboards and regular reporting on cost, schedule, and quality.
* Lead a core team of project engineers and oversee external service providers.
* Engage with senior leadership to influence priorities and secure approvals.
* Manage unplanned projects without compromising strategic objectives.
* Oversee project engineering activities, including scope definition, cost estimation, and input into project plans.
* Ensure robust design and commissioning processes, including Hazops, safety assessments, and compliance with COMAH and corporate standards.
* Act as the Principal Commissioning Authority for major projects, ensuring safe and efficient start-up.
* Support to Site Process Engineering & Projects Manager and Site Process Engineer for continuous improvement in process engineering issues.
* Support for line management trouble shooting when they need help. Source of advice to all levels of personnel at EP on process issues.
* Responsible for supporting the delivery of plant modifications, process improvement opportunities and capital expansion projects as required as the Site’s main focal point.
* This includes Site input into the design stages and responsibility for commissioning and start-up together with subsequent improvements.
* Support line management in the development and upkeep of plant and safety systems, in particular Operating Procedures and ELDs as a deliverable on new projects

* Ability to handle unplanned work without disrupting critical priorities.
Role Requirements
* Chemical Engineering degree or equivalent working towards or having Chartered Engineer Status
* Awareness of all relevant legislation including COMAH, ATEX, SIL< PSSR, LOLA, PUWER and appropriate HSE guidance
* Proven experience in chemical plant process engineering both from an office and on the plant. Comfortable with handling detail
* Practical, can do approach coupled with strong technical knowledge
* High hazard awareness and experience in Safety and Environment Management Systems
* Hands on approach – capable of delivering work themselves as well as through others
