The Role
The Assistant Supply Chain Manager will support the delivery of Transport for Wales' (TfW) supply chain technology, governance, and compliance agenda and assist in developing technology‑enabled supply chain solutions.
Role Responsibilities
* Support and contribute to the development of a new Commercial Contracts auditable compliant process to meet the needs of new legislation, Social Partnership and Public Procurement (Wales) Act, to include gap analysis, development of new processes, systems and ongoing compliance.
* Lead ongoing compliance checks through collaboration with the wider Commercial Contracts function to comply with relevant legislation. (i.e. Procurement Act 2023, Social Partnership and Public Procurement (Wales) Act, Modern Slavery Act, WG Ethical Employment in the Supply Chain).
* Support and contribute to the development of a lessons learnt culture, ensuring continuous improvement of the supply chain management function.
* Support and contribute to the development, compliance and measurement of our Socially Responsible Procurement approach by advising and supporting the business to embed social and ethical requirements into our procurement activities, ensuring contractual obligations and performance measures are present to provide demonstrable evidence in reporting requirements.
* Support in the development of robust data management by maintaining performance dashboards and tracking tools to increase resilience in our supply chain through robust risk and opportunity management.
* Support and contribute to the development of a diverse supply chain through supplier engagement and supplier development to ensure a diverse supply chain can respond to TfW requirements and deliver sustainable solutions that prove value for money.
* Support and drive initiatives that extract value from our supply chain relationships and contracts through supporting supply chain management strategies, delivering savings and benefits that support TfW strategic objectives.
* Support any development of governance or regular reporting through stakeholder engagement to ensure compliance to legislation and Welsh Government obligations.
* Assist in developing technology enabled supply chain solutions by gathering market intelligence to improve supplier oversight and enhance competition and value for money.
* Support contractual performance management by collaborating and supporting the implementation of a new Performance Management framework and system to ensure the business delivers on contractual requirements.
Who We're Looking For
* Working towards Membership of the Chartered Institute of Procurement and Supply (MCIPS) – level 4 or above or equivalent
* Experience of engaging and developing effective working relationships with a range of internal and external customers and stakeholders in a commercial environment.
* Knowledge and understanding of sustainable and social value approaches in the supply chain in order to develop a diverse supply chain.
* Knowledge of government initiatives, policies and best practice approaches to Supply Chain Management
Welsh Language Skills
