About The Role
We are seeking a strategic and influential leader to drive Birmingham’s large‑scale estate regeneration agenda. As Assistant Director of Estate Regeneration & Business Planning, you will shape the future of our Housing Revenue Account (HRA) estates, oversee major investment programmes, and ensure regeneration delivers better homes, stronger communities and long‑term value for the city.
You will lead multi‑million‑pound programmes, work closely with Members, partners and residents, and ensure robust governance, financial oversight and high‑quality delivery across all regeneration activity.
Key Purpose
* Lead and deliver large‑scale estate regeneration programmes across HRA estates.
* Oversee estate appraisals and select areas for regeneration to improve the quality and sustainability of Council estates.
* Manage significant HRA budgets, ensuring strong financial governance and value for money.
* Build and maintain strategic partnerships with Registered Providers, developers and external funders.
* Ensure communities are supported through coordinated “meanwhile” offers and engagement activity.
* Provide robust programme management, ensuring milestones, budgets and governance requirements are met.
What You’ll Be Doing
* Lead procurement and mobilisation of delivery partners, ensuring value for money and compliance.
* Attract inward investment from organisations such as WMCA and Homes England to strengthen scheme viability.
* Maximise Council assets to deliver additional affordable homes and improved neighbourhoods.
* Advise and support Elected Members and operate confidently in a political environment.
* Lead, develop and empower the Estate Regeneration team to deliver programmes across the city.
* Contribute to Major Projects Board, providing progress reports and insight to senior leaders.
* Shape the Council’s Estate Regeneration Strategy and influence the wider HRA Business Plan.
About You
You will be an experienced regeneration leader with a proven ability to deliver complex, high‑value programmes. You bring strategic insight, financial acumen, and a genuine commitment to improving places and outcomes for communities.
You Will Have
* A strong track record delivering large‑scale estate regeneration or major housing‑led programmes.
* Experience managing substantial budgets (£bn), ensuring financial rigour and effective risk management.
* Significant experience in the housing sector, ideally involving regeneration on large estates.
* Demonstrated success influencing regional and national funders to support regeneration activity.
* Ability to develop and present complex options appraisals and financial assessments.
* Highly effective stakeholder management skills, working across public and private sectors.
* Experience operating at a senior level in a political environment, including briefing Members.
