Strategic Design and Transition Programme - Strategy Policy Lead

We are looking for an experienced Strategy and Policy Specialist to take a lead role in a new EA team – the Strategic Design and Transition Programme – which will assess the recommendations of the Independent Water Commission’s report into the water sector and its regulation. The successful candidate will help shape EA’s future shape and design, and develop a plan to continue protecting and enhancing the environment while supporting sustainable growth.
Key responsibilities include:
* Lead work to provide high‑quality, balanced, and evidence‑based advice to support future thinking in light of the IWC report recommendations, particularly the recommendation to create one single water regulator.
* Lead engagement with colleagues across Government, within EA, and other regulators to ensure cohesion as we develop our thinking.
* Support work to seek and make improvements to water regulation ahead of future legislative change.
* Coordinate EA views and advice to support Government Departments as they shape future policy.
* Embrace constructive challenge and diverse thinking while coping with a fast‑moving environment.
* Take a flexible approach to assist other projects and workstreams within the programme as needed.
* Act as an active team member, fostering a high‑performing, agile team that thrives amid high demand and ambiguity.
Experience and skills required:
* Knowledge of environmental management and/or the water sector, including management, regulation, and EA’s role.
* Experience in central government policy development, working with specialists such as economists and scientists.
* Strategic thinking and the ability to act at a high level.
* Excellent communication and engagement skills, translating complex issues into clear, targeted advice on short notice.
* Experience influencing across boundaries at all levels.
Location: Flexible national role with an EA Office base. Some travel, including overnight stays, may be required. We use smart tools to stay connected and reduce travel.
