The Civil Works Alliance is an extended delivery enterprise involving Sizewell C and three international construction companies: Balfour Beatty, Bouygues Travaux Publics and Laing O’Rourke. Responsibilities
* Lead and support a team of Health, Safety & Welfare (HSW) professionals providing guidance to operational teams throughout pre‑construction, construction and post‑construction, ensuring adherence to legal obligations.
* Provide high‑level support to operational teams to enable safe delivery of work.
* Work closely with the HSW Director, providing tactical support and HSW data and feedback from the work stream.
* Communicate and implement the HSW strategy.
* Build solid relationships with stakeholders and deliver on customer strategic and tactical requirements.
* Lead and manage the HSW team including supporting the PDR process.
* Work with HR on recruitment, interview and resource development.
* Undertake Health and Safety compliance evaluations, tours and audits.
* Identify and rank risk associated with CWA work activities.
* Prepare fact‑driven reports following inspections, tours, audits and investigations.
* Support the implementation of and ensure compliance with the Sizewell C (SZC) project standards and the CWA Safety Management System (SMS).
* Build relationships with the CWA project teams and wider stakeholders.
* Support the HSW team during work planning to evaluate and address potential risks.
* Respond to, coordinate and support emerging events; lead or support investigations of events.
* Coordinate with operational teams to compile reports when an event occurs; plan witness accounts/ statements.
* Contribute information to Project and Parent Company Reporting Systems.
* Ensure lessons learned from monitoring, events or from Alliance parent companies are communicated and adopted by project teams.
* Support or deliver training and advisory sessions to operational teams and Tier 2 contractors, including Setting to Work, Fact Finders, Occupational Health and CWA SMS familiarity.
* Review and update relevant project HSW documentation.
* Support delivery of Zero Harm and the Zero Harm Events Calendar.
* Promote use of project and CWA reporting tools; ensure actions taken and feedback delivered.
* Communicate and promote a positive Health & Safety culture.
* Undertake reviews of relevant safety documentation such as work package plans and task briefings.
* Liaise with regulators (ONR) and develop proactive relationships.
* Motivate, coach and support the CWA Project Management teams to deliver the HSW project requirements.
* Support implementation of nuclear safety message during engagements with the whole CWA team.
Essential Qualifications & Experience
* Chartered Member of the Institution of Occupational Safety and Health (or working towards).
* NEBOSH Diploma or NVQ Level 6 qualification in Occupational Health and Safety.
* Experience in leading and managing teams.
* Detailed technical knowledge of Health and Safety legislation, regulations and guidance.
* Experience working on major infrastructure projects.
* Prior experience providing leadership and support to operational and functional teams at a senior level.
* Strong communication skills, verbally and written.
* Ability to influence and promote a positive HSW culture.
* High competence in accident and incident investigation.
* Ability to use data and information for HSW report preparation.
* Construction Skills Certification Scheme (CSCS) Manager competence.
