What's involved with this role: Interim Parish/Town Clerk Horsham (Shadow Council) Part-time: 2.5 days per week (full-time hours will be required for the duration of the month of May) Initial 6-month interim contract (to May 2026) Day rate: £230–£250 per day (depending on experience and qualification) The unparished area of Horsham has some exciting changes ahead. Following a recent Community Governance Review, a new Parish/Town Council will be established for Horsham, effective from 1 April 2026. The new Parish Council of Horsham will cover the whole of the current unparished area, divided into nine wards with 18 councillors serving the local community. Horsham District Council is seeking to appoint an experienced and motivated Interim Parish/Town Clerk to support the shadow council in its preparations for vesting day. This is a unique opportunity to play a leading role in setting up a new council and ensuring all governance, statutory and operational arrangements are in place for the newly elected members in May 2026. Key Responsibilities: Prepare draft governance documents, policies and procedures for review and adoption by the new council. Make the necessary arrangements for establishing the council, including: Creation of a council website IT equipment requirements Bank account setup Insurance arrangements Identifying venues for meetings Support the shadow council by preparing agendas, minutes and attending meetings (anticipated to include up to four evening meetings ). Contribute to preparatory work on budget setting and precept planning for 2026/27. Prepare and coordinate induction arrangements for up to 18 new councillors, including induction packs, training and register of interests. Ensure arrangements are in place for the first annual meeting of the new council. About You: A CiLCA-qualified Clerk, or an experienced parish/town council officer actively working toward qualification. Strong knowledge of local council governance, legislation and statutory requirements. Strong leadership abilities and a sound understanding of the sector and the opportunities ahead. You will need to demonstrate excellent financial management skills alongside good business acumen and project delivery to aid the transition successfully. Excellent organisational, administrative and communication skills. Comfortable working independently and managing a varied workload. Able to build effective working relationships with councillors, officers and external partners. Willing and able to attend a small number of evening meetings. Contract & Remuneration Interim contract to May 2026, with potential for the role to become permanent (subject to the decision of the newly elected council).
