Job overview

The Strategic Performance and Information Service plays a pivotal role offering the following key functions across the organisation:

* Development and facilitation of the Trust’s performance assurance frameworks and processes
* Provision of data, performance and productivity metrics and analytical support
* Submission of mandated statutory information to external stakeholders (nationally and regionally)
* Management of our data warehouse to extract data from various Clinical and trust wide systems ensuring reporting structures meet our internal and external reporting requirements
* Use of advanced analytical tools and techniques to transform data into insightful reports, statistics and key performance indicators

The Head of Strategic Performance and Insight provides senior leadership for the development, delivery, and continuous improvement of performance management, analytics, and insight functions across the organisation. The postholder will play a pivotal role in aligning data insight with strategic priorities, enabling the Board and executive teams to make data-driven decisions that improve outcomes for patients and service users.

This is a highly influential leadership position requiring a blend of technical expertise, performance management capability, and strategic thinking. The postholder will ensure that high-quality analytics underpin service transformation, operational performance, and long-term planning.


Main duties of the job

* Leadership for performance assurance and data insight and intelligence team with responsibility to develop a high-performing multi-disciplinary team of data analysts and performance managers.
* Lead the development and implementation of the Trust’s strategic performance and accountability framework in alignment with corporate objectives and national priorities
* Develop and lead an advanced data insight and intelligence function, integrating business intelligence, predictive modelling, and benchmarking to deliver actionable insights.
* Oversee implementation of Trusts data health framework
* Build strong relationships with stakeholder both internally and externally to develop cohesive performance assurance processes and embed a culture of continuous improvement.

Detailed job description and main responsibilities

Strategic Leadership

* Lead the development and implementation of the Trust’s strategic performance and accountability framework in alignment with corporate objectives and national priorities.
* Drive a culture of data-informed decision-making at all levels of the organisation.
* Develop and deliver our approach to providing actionable intelligence for evidence-based decision making
* Provide expert insight and analysis to support strategic planning, system-wide transformation, and population health initiatives.
* Advise executive and clinical leaders on performance trends, risks, and opportunities.
* Oversee implementation of Trusts data health framework
* Represent the service at key senior internal and external performance, data quality and data intelligence meetings.
* Working closely with the Deputy Chief Operating Officer to lead discussions and negotiations with the ICB in relation to contractual performance standards and information schedules ensuring requirements are aligned to the level of commissioned service Review and approve business cases/ investment applications ensuring team resources are fully considered.

Performance Assurance

* Ensure alignment of internal performance assurance processes to the national PAF processes
* Lead the implementation of Internal performance assessment framework
* Oversee the development of the Trust IPR ensuring this meets best practice and encompasses all service area’s
* Review best practice examples for performance assurance processes ensuring these are adopted as appropriate.
* Oversee the development and delivery of comprehensive performance dashboards and reporting systems across all services ensuring board to ward level reporting framework.
* Monitor organisational performance against national standards (e.g. NHS Constitutional Standards, ICB metrics, quality indicators).
* Lead the triangulation of performance, quality, operational and workforce data to generate meaningful insight.
* Provide early warning of performance risks and lead mitigation plans in collaboration with service leads.
* Work with data quality team to develop the data quality strategy/ framework and lead initiatives to drive data quality
* Act as the lead contact with internal / external auditors for data health and performance Audits and oversee responses to reviews and actions in line with agreed timescales.
* Develop and oversee corporate services performance oversight and support process.
* Review and sign off the Integrated Performance Report / internal PAF assessments / data insight reports.

Insight and Intelligence Analytics

* Develop and lead an advanced data insight and intelligence function, integrating business intelligence, predictive modelling, and benchmarking to deliver actionable insights.
* Oversee the development and governance of performance KPIs, ensuring robust methodologies and data quality.
* Champion the use of new data science methodologies, AI, and visualisation tools (e.g. Power BI, SQL, R/Python).
* Foster strong links with system partners to ensure shared intelligence, joint insight, and integrated data solutions.

Governance, Assurance and Risk

* Provide assurance to the Board and regulators by ensuring accurate and timely reporting of performance data.
* Ensure data confidentiality, security, and governance standards are upheld.
* Monitor performance and data insight and intelligence risk registers ensuring risks are identified, managed and reviewed.

Engagement & Collaborative Working

* Build strong relationships with stakeholder both internally and externally to develop cohesive performance assurance processes and embed a culture of continuous improvement.
* Provide leadership and coaching to the performance assurance team and influence multi-disciplinary groups to improve data quality and use of intelligence.
* Collaborate with cross function teams to align data management and analytic initiatives
* To collaborate with peers in other organisations to achieve optimal locality working.
* Represent the organisation at local, regional, and national performance forums as required.

Leadership and People Management

* Leadership for performance assurance and data insight and intelligence team with responsibility to develop a high-performing multi-disciplinary team of data analysts and performance managers.
* Line management of Senior Performance Assurance Manager, and Data Insight and Intelligence Manager. This includes ensuring staff have regular management supervision, monthly reviews and an annual IPDR.
* Responsible for recruitment and all informal and formal procedures for the team.
* Ensure effective succession planning, professional development, and wellbeing support across the team.
* Promote equality, diversity, and inclusion within all aspects of the function.
* Provide leadership and support in line with our Trust Values and Behavioural framework fostering a just culture and motivating the team to achieve personal objectives in line with the services objectives and Trust’s strategy.
* Foster a culture of continuous improvement, innovation, and excellence within the service.
* Manage allocated budget effectively, ensuring value for money and maximising investment.
* Deputise for Associate Director for Strategic Performance / Chief Data Officer as required.
* As and when required and with training act as an Investigating Officer for casework investigations in the Trust.

Experience


Essential criteria

* •Substantial experience at a senior level in the NHS or public sector, managing performance and analytics functions.
* •Proven track record in developing and implementing strategic performance frameworks
* •Demonstrable leadership skills with the ability to lead by example and motivate teams
* •Strong track record with internal and external relationship management.
* •Proven experience in delivering large-scale data insight and intelligence workstream


Desirable criteria

* •Experience working in an Integrated Care System or across organisational boundaries.
* •Experience working with NHS national performance assessment frameworks


Knowledge


Essential criteria

* •Deep understanding of NHS regulatory and reporting requirements.
* •Significant Knowledge of performance management frameworks, theories and methodologies.
* •Expert knowledge of advanced statistical techniques and modelling (such as Statistical Process Control, Funnel Plots, modelling future demand, population growth etc.)
* •Knowledge of risk management strategies and frameworks
