Distinguishing Features of Work The Program Director oversees the daily operation and risk management functions of Impact Community Services Sponsored Residential program for adults with disabilities. This position represents Impact Community Services in various external settings and directly influences the public’s perception of the organization. This position has the responsibility for ensuring that Impact Community Services programs and services are accessible, responsive, coordinated, and efficient. The work of the incumbent may be highly visible to Individuals receiving services, CSBs, Social Services and other Service Providers.
Essential Job Functions
Oversees administrative and operational functions to ensure compliance with local, state and federal guidelines as described in 12 VAC 35-105
Leads and collaborates with the Residential Team to ensure the facilitation of all administrative, operational, programmatic, and risk management objectives are strategically and humanely implemented.
Monitors programs and makes modifications as needed; ensures implementation of ISP/Person Centered Plan; participates in Interdisciplinary Team meetings
Oversees investigations of individual and staff incidents and reviews completed documentation; ensures compliance with individuals' and staffs’ rights
Handling reports of ethical violations, harassment discrimination and grievances, etc.
Review and verify data entered into WAMS by Manager of Operations.
Attend SIS and disciplinary meetings
Conduct quarterly announced and unannounced visits to approved DSP homes with individuals.
Perform health and safety checks on Individuals regarding services provided
Approves discharge planning.
Submit documents to DBHDS regarding locations (new and closing)
Oversee on‑call availability for any situation that may occur at Impact Community Services to include, but not limited to: crisis emergencies, employee sickness, vacations, emergency preparedness objectives, etc.
Responsible for submitting forms to SSA (Social Security Administration)
Assist visiting DMAS audit representative
Submit incident reports to CHRIS and all other required License entities
Coordinate with Manager of Operations variance request or behavioral plans requiring submission to Human Rights/License
Evaluates Impact Community Services’ Human Rights Planning and Productions; serve as the designated Human Rights Coordinator. Tasks include, not limited to submission of Annual Seclusion/Restraint report, responsible for assisting Individuals receiving Services, as well as Employees that understand the process of exercising their Rights and resolve complaints regarding services.
Risk Management Functions
Develop the annual Risk Management Plan and Report
Establish processes and structures to ensure that consumers, their families, and all staff are involved in the identification of risk.
Ensure that measures are developed, and data collection procedures are established and, to the extent possible, integrated into the existing work of staff who are responsible for collecting the data
Ensure that there are processes to screen individuals to identify who is at risk of harm
Establish processes and structures to review data, make recommendations or take action to address identified problems, and monitor the effectiveness of these actions.
Initiate processes to ensure effective communication of risk, risk reduction strategies, and the effectiveness of risk reduction strategies.
Human Resources Functions Recruitment, onboarding tasks; benefits administration; develop, implement, training and development of employees or contractors, including required and recommended State and Federal training. Provide new employees or contractors and students and volunteers with Standard Operating Procedures within 15 business days; maintain personnel and training records; recommend employment, corrective action or termination of employees or contractors, students and volunteers at Impact Community Services.
Knowledge, Skills and Abilities Possess strong supervision skills with a minimum of 1 year of supervisory experience working directly with individuals with intellectual or developmental disabilities, and in performing the services outlined in the service description for the individuals being served; ability to communicate orally and written; ability to establish and maintain effective working relationships with individuals, community and staff; ability to analyze findings, identify problems and formulate solutions; knowledge of intellectual disabilities and related physical, health and behavioral concerns; possess caring and positive attitude; experience in conducting comprehensive assessment and knowledge of documentation tools. Program Director must serve as QIDP and must also possess valid driver’s license. This position requires the successful completion of training/certification in CPR, first aid, behavior management, medication administration, and the successful completion of criminal history and central registry background investigations.
Minimum Qualification Standards
A Baccalaureate degree from an accredited college or university human service disciplines, education, or other allied discipline such as a registered nurse licensed in the Commonwealth of Virginia with at least one year of Clinical experience providing direct services to individuals with intellectual disabilities or other developmental disabilities; and
Have demonstrated through professional and personal life experiences such as caring for a family member or friend with intellectual disabilities; the ability to provide administrative and operational oversight for Programs and Services.
Must possess a valid VA Driver’s License and proof of insurance.

Annual Earnings $52,000.00 @ $25.00/ hour (40 hours per week)

An increase will be negotiable after annual year of service. All pay increases are contingent upon performance.
