An opportunity has arisen for a well organised, motivated and enthusiastic individual to join the Early Years Inclusion and Childcare Service as a Workforce Improvement Officer.

About the Role

1. Promote training opportunities by undertaking the promotion and marketing of these opportunities in conjunction with the training plan through internal and external communications digitally. Articulate opportunities and offers directly with service users and stakeholders at various events.
2. To lead and Chair Procurement Panel including preparation of documentation, analysis, recommendations and reports of course uptake to enable the panel
3. To work alongside LCC Commissioning Team to produce comprehensive supplier contracts and encourage new suppliers
4. Lead on the continuous commissioning of training for the Leicestershire Early Years Workforce as part of the training plan. Work with most relevant service member to develop new training courses and amend existing training courses to meet specific objectives.
5. To coordinate and develop the Early Years Inclusion and Childcare Service training venue portfolio, sourcing venues, negotiating terms and conditions and building relationships to ensure quality and best value priorities are maintained.
6. Monitor course uptake to ensure courses are viable to support the delivery of the training plan.
7. Use Oracle I-Procurement and East Midlands Shared Services (EMSS) to raise Purchase Orders, make payments, queries and adjustments of all supplier billing and credits.
8. To record, monitor and evaluate the reconciliation of the delegated budgets for trainer and venue supplier expenditure extracting budgetary information from relevant databases to support accurate forecasting.
9. To support the recruitment into the sector working with colleagues schools and other employment agencies at recruitment events.
10. To ensure all providers have access to up-to-date advice, guidance and opportunities around continual professional development training. Signposting enquiries where appropriate to relevant web pages, professional colleagues, further/higher education establishments and training providers.
11. Work in partnership with internal and external training providers and agencies to ensure the workforce improvement priorities and Local Authority Statutory Duties are delivered.
12. Work collaboratively with the Workforce Improvement Advisor to undertake specific tasks, support new projects and represent the service at events and meetings.
13. Travel to various events

An enhanced DBS check is required for this post.

About You

To apply for this post, you must:

14. Level 3 qualification in relevant subject area or demonstrated equivalent experience and ability
15. GSCE or equivalent grade A* - C in English and Maths
16. Experience of inputting, maintaining and interrogation of database to undertake analysis and make appropriate recommendations, presenting information in different formats and using information in ICT including use of all Microsoft Office applications
17. Experience of working in a front-line service dealing with the public and giving information
18. Knowledge and understanding of the importance of confidentiality and the requirements of the Data Protection Act and GDPR and
19. Knowledge of ability recent legislation and current national initiatives in the early years agenda and to positively promote the requirements of the Early Years Foundation Stage Framework.
20. Ability to work on own initiative, to work under pressure and to deadlines through prioritising own work
