Registration Service Training & Development Specialist Fixed Term, Full Time £26,725 to £31,441 per annum Location: Chelmsford Closing Date: Sunday 3rd August 2025 at 11.59pm We are currently recruiting a full time Registration Service Training & Development Specialist on a Fixed Term Contract or Secondment basis for 12 months. Please note, you will be required to work from Seax House, Chelmsford for at least 80% of the time and as and when required for operational cover. The role is Monday-Friday, occasional weekend working may be required. Interviews will be held on the 11th, 12th or 14th of August. The Opportunity The Registration Service meets Essex County Council's (ECC) statutory and legal obligations and General Register Office (GRO) requirements regarding the registration of ECC citizen life events to include births, deaths, marriages, civil partnerships, and citizenship ceremonies. The role is responsible for supporting the service to comply with external and internal regulations and organisational controls, ensuring excellent service delivery. This role will deliver assurance regarding monitoring and effective utilisation of service resources, using continuous improvement and data analysis. The role will develop and lead on, in liaison with the statutory officers, all aspects of training and induction within the service, competently designing, coordinating, and delivering effective training, providing high quality feedback and advice as appropriate. They will coordinate ongoing monitoring through assessments to drive consistency and statutory compliance to ensure an excellent customer experience. The role will analyse data, reports, and systems to ensure service development or operational issues are identified, escalated, and resolved. This will involve creation of performance monitoring, internal system development, and staff communication channels. This will include development of systems to ensure the service offer is continuously maximised. Accountabilities Ensuring regulations are adhered to as set out in the Handbooks provided by GRO (General Register Office) and that are reviewed during GRO Audits and assessments. Develop and deliver training and training materials identified through data analysis, in consultation with the statutory officers, carrying out assessments and reviews. Delivering performance feedback to staff regarding assessments and invalid registration entries, by engagement, motivation, coaching and development. Develop and carry out a programme of Quality Control Checks to ensure that all monitoring is completed within the timeframe set by GRO. Feedback from checks to be documented and fed into a feedback schedule. Creation and continuous development of analysing data to support ongoing business cases, service improvement, performance monitoring and system development. Using specialist knowledge of the service to assist in the growth and statutory compliance whilst contributing to a culture of embracing change and service excellence. Extensive knowledge and continuous development of service systems, extracting reports and data allowing for operational issues to be identified promptly. To develop the system offers and ensure that the service is utilising resources effectively, maintaining statutory KPIs and ensuring an excellent customer experience. Extensive knowledge and understanding of the Registration Booking System, allowing for system updates and processes to be developed. Developing and maintaining a range of service area documented information and user guides that all staff can access quickly via an online central information hub, which will need to be continuously updated and adapted. To assist with appointment cover as and when required, to ensure service knowledge is kept up to date. To represent the Registration Service at events to promote the services available. An element of a weekend and late working may be required as a part of the role to complete assessments or training of weekend workers. Specific individual and shared targets and objectives are defined annually within the performance management framework. The Experience You Will Bring Educated to Regulated Qualification Framework (RQF) Level 3 or equivalent by experience. Ability to develop knowledge and skills within the workplace and accountability for personal development. Experience of quality monitoring in a service driven environment. Experience of designing and delivering training, which includes documentation of all training material and guides. Experience of delivering coaching sessions in ways which facilitate performance improvement through, engagement, coaching and mentoring. Excellent verbal, written, and interpersonal communication skills with the ability to be professional, calm, empathetically assertive and articulate in a frontline service. Thorough understanding of customer experience processes and techniques. Demonstrable ICT skills with knowledge and practical application of the MS Office suite of programmes. This will include thorough knowledge of all systems used within the service. Demonstrable ability to present information and projects for consideration clearly, concisely, and persuasively, understanding how to effectively use visuals, data, and concise text in MS PowerPoint to support oral presentations. Experience of actively gathering, interpreting, and using data to develop actionable steps to improve processes and optimise results. The complex nature of the Registration Service and the volume of the workload requires the role to have specialised knowledge of all subject areas. Ongoing personal development is essential. Holder of a valid UK driving licence and access to a vehicle that will be used to travel to Registration locations. Business vehicle insurance will be required.
