HOURS OF WORK: 37.5 – Monday to Friday
Join our vibrant, inclusive community in Complex Facilities working in Billable Works (Pre-Construction phase) design, scope and specification for Major/Minor domestic scale projects and asset replacement, or any other project as directed by the Principal Project Manager.
The Project Manager (PM) is required to procure and oversee the Consultant management of all supporting surveys, Structural, Contaminated Land, Ecological (including Bats), Asbestos, Utility Searches, Noise & Air Quality etc. as required in support of the Project, and obtain all relevant Statutory approvals including when necessary, Building Regulation Approval and Planning Permission.
Lead the creation of compliant, accurate project specifications and tender packages. Coordinate surveys, consultants and stakeholders to define scope and technical requirements. Ensure all pre‑construction work meets MOD, regulatory, H\&S and quality standards. Support cost estimating, programme planning and project reporting. Drive sustainability, innovation and continuous improvement across Billable Works projects.
What you will do:
* Leading the preparation of high‑quality, compliant project specifications and tender packages.
* Conducting surveys and technical assessments to validate asset data and inform design decisions.
* Ensuring all work aligns with Building Regulations, Planning requirements, Health & Safety standards, and MOD policies.
* Working closely with DIO, Supply Chain, Principal Designers and internal teams to define scope, priorities and technical requirements.
* Managing external consultants and specialist suppliers to ensure best‑value, technically robust solutions.
* Embedding sustainability, low‑carbon technologies and innovation into project proposals.
* Supporting cost estimation, programme development and project reporting activities.
* Maintaining accurate project documentation, trackers, and digital files throughout the pre‑construction lifecycle.
* Coordinating with third‑party and statutory bodies to support surveys, planning processes and decant programmes.
* Leading pre‑start meetings and contributing to lessons learned to drive continuous improvement. Upholding all quality assurance, safety and security clearance requirements.
* Championing specialist areas such as Building Regulations, Quality Assurance, Renewable Energy, Planning, or Project File Compliance.
What you will bring:
* HNC level qualification in Building/Construction/Civil Engineering or Electrical/Mechanical Engineering or related discipline or equivalent experience
* Management level qualification in H&S and Environment (e.g. SMSTS)
* Experience in Building Surveying or Project Management.
* Strong technical understanding of the Building Safety Act, Part M and planning requirements.
* Ability to manage stakeholders and communicate effectively.
* Confident with cost management and delivering value for money.
* Skilled in writing scopes/specifications.
* Experience in the management of Temporary Works, planning and coordinating project activities.
* Knowledge of Safe Systems of Work and site supervision.
* Strong problem‑solving and decision‑making abilities.
* Experience in the delivery of Disabled Adaptations
