Brief overview of role
The NSTA seeks a Senior Digital Business Partner to provide business analysis and project management services to Directorates within the NSTA. The focus of this position is to:
* Work closely with NSTA staff and third parties to gain an in-depth understanding and document business challenges, priorities and requirements for new digital and data capabilities or continuous improvements
* Understand IT business applications across the NSTA Digital Energy Platform including workflows, services, roadmaps and the context in which directorates operate
* Work in an agile development environment to deliver business change solutions effectively.
The role requires excellent communication, stakeholder engagement, business analysis, process mapping, formal documentation skills, and the ability to flexibly apply the most suitable project management and change management methodologies to a broad range of projects, from small to large. The successful applicant will be able to evidence a strong track record of specifying and delivering quality digital and data solutions and using those to drive business efficiency. This may include examples of taking a broad range of stakeholders on significant business change journeys – from legacy systems and practices to new digitally-enabled and data rich ways of working – by demonstrating skills in effectively articulating the case for change, especially when faced with user adoption and engagement challenges in the discovery and development lifecycle.
Detailed job description and key responsibilities
* Capture new demands and requirements from business stakeholders for digital and data solutions. Define objectives, benefits and costs, scope, secure business support and funding, work with procurement colleagues, and initiate projects accordingly.
* Formally document new directorate business requirements and enhancements including business cases for change
* Work with staff and third parties to deliver high quality, effective digital and data solutions, in collaboration with other disciplines as required, such as by conducting user research and user acceptance testing
* Conduct business process mapping and improvement activities to contribute towards NSTA Regulatory Excellence
* Subject to role agreed for a given project, carry out programme, project management and/or change management role for service requests under the remit of the Chief Information and Finance Officer. This includes large and complex projects, in particular the multi-year programme of work to modernise the UK Energy Portal
* Ensure project governance is effective, by providing key updates to sponsors and identifying and escalating for resolution risks, issues and dependencies
* Communicate effectively with all key stakeholders. Build and maintain effective relationships with internal stakeholders and with external digital and data partners. Establish credibility by demonstrating an understanding of the core strategic and operational priorities for the organisation that require digital, data or IT support and development
* Build and maintain a strong understanding of NSTA organisational responsibilities and workflows. Make sure appropriate information and data assets, applications and tools are available and maintained to support these workflows effectively and are formally documented
* Work with stakeholders to identify areas for potential enhancement and associated priorities
* Adhere to the NSTA change management, project delivery, data protection and security policies and procedures.
* Horizon scan and evaluate new technologies that may be deployed within the organisation to help fulfil NSTA requirements
Specialist Skills, Qualifications, Experience, Licenses, Memberships or Language
* Excellent business analysis and technical analysis skills
* Project Management experience and/or certification/qualifications
* Bachelor’s Degree in a business or information systems related subject (or equivalent experience)
* Strong track record as a business analyst or similar role delivering quality solutions
* Excellent documentation and communication skills – written and oral
* Ability to quickly understand complex IT systems, processes and data models
* Ability to influence others and maintain strong relationships with key stakeholders across the business
* Oil and gas experience
* Public sector experience
* Understanding of regulatory requirements and the data needed to discharge them.
* Agile way of working
* Change Management or Project Management Office experience
* Demonstratable working knowledge of the Microsoft Power platform (e.g. Power Automate), GIS, BI tools, scripting, or database modelling
* Practical digital skills with the ability to build basic prototype dashboards or maps
* Demonstratable working knowledge of BPMN process mapping
