As a Tenant Engagement Officer at Luton Borough Council, you will play a key role in strengthening relationships between our housing services and residents, ensuring tenant voices are heard, valued, and influence decision‑making.

You will manage and coordinate a diverse programme of tenant engagement activity, including organising and supporting meetings such as the Partnership Board, Scrutiny Panel, Neighbourhood Forums and resident groups. This includes preparing reports, agendas and minutes, as well as ensuring actions are followed up and delivered effectively.

The role involves responding to tenant and internal enquiries, using your housing knowledge and understanding of relevant legislation to resolve issues promptly and make informed decisions within agreed timescales.

You will lead on the design and delivery of tenant communications, including newsletters, publications and leaflets, working closely with colleagues across housing services. You will also project manage the production of the statutory Tenant and Leaseholder Annual Report, ensuring complex information is communicated clearly and effectively.

A key part of the role is developing and improving opportunities for tenant participation. You will design and implement engagement initiatives, manage consultation exercises and surveys, analyse feedback, and present findings to both residents and senior managers to inform service improvements.

You will also lead on community‑focused projects, including managing grant applications, securing funding, and ensuring projects are delivered on time and provide value for money. This includes evaluating outcomes and making recommendations for future improvements.

The role requires maintaining accurate records of tenant involvement, managing databases, and ensuring compliance with data protection regulations. You will also support and develop resident groups, oversee governance processes such as AGMs, and provide guidance to tenant volunteers.

In addition, you will organise training, events and workshops to build the skills and confidence of both residents and staff in effective engagement and housing‑related topics.

You will deputise for the Tenant Engagement Manager when required, supporting financial processes, social value initiatives, and partnership working with contractors and community groups.

This is a varied and rewarding role for someone passionate about community engagement, with the ability to manage multiple priorities, deliver high‑quality projects, and make a real difference to residents’ experiences.

About You

We are looking for a motivated and organised individual with proven experience of project management and consultative working within a housing or resident engagement environment.

You will have strong interpersonal skills, with the confidence and professionalism to engage with a wide range of people, including residents, colleagues and senior managers. You are comfortable handling sensitive or challenging situations face‑to‑face and can communicate clearly, politely and effectively in all interactions, including delivering presentations and responding to enquiries.

You are skilled in using research methods and tools to gather, interpret and analyse data, and are able to work with complex financial and numerical information. You can translate this into clear, detailed reports that provide evidence‑based insights, identify trends and make practical recommendations.

You are a self‑starter who can work on your own initiative within established guidelines, effectively planning, prioritising and organising your workload while contributing to wider service planning activities.

You will be confident in using a range of IT systems, including Microsoft Office applications, spreadsheets and databases, and have a good understanding of performance monitoring and reporting.

A sound understanding of equality and diversity issues is essential, along with a good working knowledge of the legislation and regulatory framework affecting social housing.

You will be educated to a good standard, with excellent written English and numeracy skills.

The role requires flexibility, including occasional evening and weekend work, and the ability to travel to sites across the Borough.
