Overview
Environmental Enforcement Technical Officers will undertake tasked duties such as proactive and reactive patrols, responding to service requests or tasking as directed by the management team. The post holder will be responsible for allocated equipment including Digital Recording Body worn cameras, council vehicles, mobile devices as well as personal protective equipment required for the role. The post holder will provide support and resilience to a team responsible for the inspection and monitoring of the borough for all open, public spaces and private land areas to improve the street scene and environment. To contribute in delivering robust enforcement such as high visibility patrols, targeted activity relating to commercial waste offences, littering, fly-tipping, noise, highways enforcement, street trading, fly posting, graffiti, unauthorised advertising, unlawful encampments, abandoned vehicles, eyesore gardens, detrimental land, dog fouling and any other relevant abuse of our open public spaces to improve the appearance of the street environment and to bring about compliance.
Responsibilities
* Carry out proactive and reactive patrols and respond to service requests as directed by the management team.
* Use allocated equipment including Digital Recording Body worn cameras, council vehicles, mobile devices and PPE.
* Support and assist a team responsible for the inspection and monitoring of open public spaces and private land to improve the street environment.
* Deliver robust enforcement across areas such as littering, fly-tipping, noise, street trading, graffiti, unauthorised advertising, unlawful encampments, abandoned vehicles, dog fouling and related offences.
Special requirements for this post
* Assist with the investigation of environmental issues reported on public and private land, including issuing formal notices and fixed penalty notices.
* Assist with investigations of complaints relating to noise and other nuisance covered by the Environmental Protection Act 1990.
* Provide practical and administrative support to the Stray Dog service, including welfare of dogs in council care (feeding/walking/kennels cleaning) and assistance with dog control and fouling issues as directed by the Lead Officer for Dogs.
* Undertake joint work with police and partners to gather intelligence and enable planned partnership working.
* Contribute to an operational rota that includes out-of-hours work, weekends, evenings and night shifts as required.
* Adhere to dress code by wearing uniform and PPE and follow risk assessments related to high-visibility clothing.

* Proficiency in issuing fixed penalty notices for environmental offences such as littering and fly-tipping.
* Drive and collaboration skills to work with teams across the council (legal services, trading standards, licensing, private sector housing, public realm, housing services) and external partners.
* Full driving licence and excellent communication skills.
