Crime Scene Investigator - Dover

The post of Crime Scene Investigator within Covert Operations, Digital Exploitation (CODE), part of HMRC’s Fraud Investigation Service (FIS) is an integral role in His Majesty's Government's fight against serious and organised crime, attending crime scenes to recover fingerprints, DNA and other evidence and supporting investigations totalling hundreds of millions of pounds each year. The candidate will assist FIS Investigation Officers by delivering all aspects of forensic support, developing intelligence in the proactive environment, and securing forensic evidence in reactive operational activity. The nature of the role means flexibility is key, with opportunities for frequent travel throughout the UK and overnight stays likely, as part of a pan-UK CSI team.

* Attend crime scenes to identify, preserve, record, and recover forensic evidence including fingerprints and DNA.
* Play an active role in HMRC’s journey towards accreditation for Crime Scene Investigation activities.
* Identify and promote opportunities for forensic intervention within HMRC investigations.
* Review departmental forensic processes and procedures to identify and implement best practice.
* Identify and maximise forensic intelligence and evidential opportunities to support HMRC objectives.
* Participate in the delivery of forensic training to HMRC investigators.

Person specification

The person will form part of a national team of Crime Scene Investigators who attend crime scenes to gather forensic evidence in support of HMRC Investigations. The person will contribute to CSI accreditation matters, identify forensic opportunities and improve overall forensic standards. The person will take part in delivering forensic training to HMRC Investigators.

Essential Criteria:

* Must be a fully qualified and experienced Crime Scene Investigator.
* Completion of a recognised, post-academic Crime Scene Investigation training course from the College of Policing, a Law Enforcement Agency or equivalent professional training provider.
* Considerable experience in the field of crime scene examination and ongoing forensic case management in serious and complex investigations.
* Experience of dealing with complex crime scenes involving multiple forensic disciplines.
* A full UK Driving Licence including manual.

Please note: There is an expectation that DNA and fingerprints will be held on elimination databases.

Desirable Criteria:

* Completion of a recognised, post-academic Crime Scene Management/Crime Scene Coordination Course from the College of Policing, a Law Enforcement Agency or equivalent professional training provider, and experience in that role.
* Experience of using forensic techniques and methodologies to support covert activities within law enforcement.
* Experience of using forensics in support of fraud investigations.
* Demonstrable experience of working within or towards an ISO 17020 accredited environment.
* Knowledge and/or experience of criminal justice procedures including CPIA, PACE and RIPA/IPA.

Training Requirements:

CODE version Authorised Officer Course - not the full Authorised Officer training course.

As part of ongoing professional development, relevant training will be identified and provided in line with the existing experience of the successful applicant and the business requirements of the job role.

There is a 12 month Training Assessment Period.

Public and Personal Safety Training (PPST)

Applicants will be required to be cleared by an occupational health assessment to be able to attend a public and personal safety training (PPST) course. Successful completion of the PPST is required to undertake duties away from the office for this role. Failure to pass and maintain the PPST certificate may affect receipt of the flexibility payment.
