Our public sector client are looking for a Housing Investment and Compliance Services Manager to join them on a temporary basis. Location - Loughborough Pay Rate - £35.58ph Job Purpose To lead and manage the delivery of planned maintenance, property improvements, and compliance services to ensure the Council fulfils all relevant legal, statutory, and regulatory obligations. To ensure the safety of tenants, staff, and the public while delivering high-quality, customer-focused services. To ensure all services are delivered in a fair, inclusive, and nondiscriminatory manner. Key Responsibilities Professional Expertise Provide expert technical and professional advice on housing maintenance, compliance, and improvement functions. Service Delivery Ensure effective and timely delivery of maintenance and improvement services to achieve Decent Homes Standards and fulfil the Council’s repairing responsibilities. Stock Condition & Programme Delivery Maintain accurate stock condition data and use it to inform and implement improvement programmes to ensure homes are safe, energy efficient, and compliant. Performance Monitoring & Assurance Gather, analyse, and report on key performance indicators. Ensure service delivery meets defined timescales for compliance, repairs, and improvements. Tenant-Centric Services Ensure services meet diverse tenant needs and are supported by clear, timely communication and information sharing. Adaptations Service Oversee a high-quality disabled adaptations service to support tenant independence and wellbeing. Contract Management Procure and manage maintenance and improvement contracts, ensuring they meet service needs and compliance requirements. Health & Safety Embed tenant safety in service design and delivery. Proactively identify and mitigate health and safety risks. Budget Management Manage capital and revenue budgets within agreed priorities and demonstrate value for money. Strategic Leadership Deputise for the Head of Landlord Services and provide support across the wider service, including covering for the Repairs and Voids Services Manager. Other Duties Undertake other tasks commensurate with the role and grade as required. Information Governance Ensure secure handling of data and compliance with information security protocols. Special Conditions Flexibility to work outside normal hours, including evenings. A valid driving license and access to a vehicle for site visits is required. Person Specification Essential Qualifications Degree, HNC, diploma, or equivalent in a relevant field (e.g. surveying, property maintenance). OR equivalent substantial experience. A relevant Health and Safety qualification (e.g. NEBOSH National General Certificate). Desirable Qualifications Membership of RICS, CIOB, or equivalent professional body. Essential Skills & Experience Proven leadership in delivering maintenance and improvement services. Strong knowledge of housing-related legal and regulatory frameworks. Extensive budget and contract management experience. Ability to lead, motivate and develop staff. Competency in performance management, problem solving, and decision-making. Advanced IT and analytical skills, especially in Excel and Word. Proven project management expertise. Desirable Skills Experience in delivering services in a high-pressure or politically sensitive environment. Interpersonal Skills High level of professional integrity with the ability to influence stakeholders, colleagues, and customers effectively.
