Key Requirements and Responsibilities
1. Significant post-qualification professional experience in a similar environment
2. Expert knowledge in specialist subject area, including policy, legislation, systems, and professional guidelines
3. Strong understanding of emerging trends and sector-wide developments
4. Proven experience developing and implementing systems, policies, procedures, and best practices
5. Excellent ICT skills, including Microsoft Office and specialist software
6. Sound knowledge of operational systems, functionality, and capabilities
7. Experience in delivering complex projects and contributing to organisation-wide programmes
8. Ability to lead service transformation and drive continuous improvement initiatives
9. Strong planning, organisational, and workload prioritisation skills
10. Ability to manage and evaluate performance against set targets and standards
11. Highly effective interpersonal, communication, negotiation, and influencing skills
12. Proven problem-solving ability using initiative, creativity, and strategic awareness
13. Ability to apply professional judgement in complex, high-impact decisions
14. Experience advising senior leaders, councillors, and external partners on complex or sensitive issues
15. Confident in representing the service or council internally and externally
16. Skilled at balancing conflicting requirements and negotiating successful outcomes
17. Contribute to the development of long-term strategies and policies
18. Track record in identifying risks, trends, and service performance issues and recommending actionable solutions
19. Responsible for setting service standards and working practices that have council-wide impact
20. Ability to monitor and review service delivery and implement change where needed
21. Postgraduate professional qualification and/or significant relevant experience at a technical/professional level
