About Our Client
This opportunity is with a major European central banking institution responsible for safeguarding monetary and financial stability across the euro area. The organisation oversees market infrastructures, payment systems, and innovation initiatives that support the secure and efficient functioning of Europe's financial markets. The Directorate for Market Infrastructures and Payments plays a key role in delivering and overseeing essential financial market infrastructures, guiding integration of European markets, and spearheading initiatives such as wholesale CBDC.
Division Creation & Programme Set‑Up
* Establish and lead a newly created division dedicated to wholesale CBDC readiness.
* Build the organisational structure, governance model, operating processes, and multidisciplinary team required for long‑term delivery.
* Integrate new responsibilities created through the second phase of scope enlargement.
Strategic Direction & Alignment
* Collaborate with senior leadership to shape the programme's strategic direction.
* Translate high‑level objectives into operational plans, roadmaps, and execution frameworks.
* Align cross‑functional teams, systems, and stakeholders under a shared strategic vision.
Organisation‑Wide Readiness Management
Act as the central integrator responsible for ensuring holistic readiness across:
* Systems and market infrastructures
* Providers and vendors
* Operational processes
* Marketing and communications activities
* Broader thematic (cross‑cutting technical or organisational areas)
Important
This is not an IT‑heavy role. It focuses on coordination, integration, and bringing puzzle pieces together, not deep technical execution.
Programme Delivery & Roadmap Execution
* Lead the full roadmap, including conceptual development, pilots, testing, interoperability work, and rollout preparation.
* Manage dependencies, sequencing, and critical paths across multiple workstreams.
* Drive structured delivery with clear milestones, KPIs, and risk management.
Cross‑Eurosystem Stakeholder Coordination
* Engage and coordinate with national central banks, European institutions, international organisations, and market actors.
* Chair working groups and cross‑institutional committees.
* Foster transparent, respectful, and meaningful dialogue, including on complex or sensitive topics.
Industry Engagement
* Work closely with banks, CSDs, FMIs, PSPs, technology providers, and vendors.
* Support onboarding for pilot participation and future rollout.
* Integrate industry feedback into design and operational decisions.
Internal Collaboration
* Collaborate with policy, legal, IT, communications, operations, risk, and oversight teams.
* Provide clear reporting (dashboards, briefings, escalation documents).
* Ensure that internal functions stay aligned and synchronized.
Pilot Preparation, User Testing & Market Rollout
* Oversee all elements of pilot design, onboarding, testing, evaluation, and learning integration.
* Ensure readiness of processes, systems, communication materials, and participants.
* Steer the transition from pilot to potential broader rollout.
Governance, Risk & Quality Assurance
* Build strong governance structures across the programme and new division.
* Maintain risk registers, issue logs, quality controls, and decision documentation.
* Ensure compliance with organisational standards and regulatory expectations.
External Representation
* Represent the programme at industry events, international fora, and policy/technical panels.
* Translate complex topics into clear, accessible messages for diverse audiences.
* Contribute to the evolution of best practices and standards for wholesale CBDC.
The Successful Applicant
* A master's degree or equivalent in Business Administration, Economics, Project Management, Finance, STEM, Computer Science, or related fields.
* 10+ years of professional experience, including:
o 5+ years in a managerial role (international environments preferred)
o Experience leading large‑scale programmes or product rollouts (ideally in payments)
* Proven stakeholder and vendor coordination experience.
* Strong ability to lead teams, guide suppliers, and manage cross‑functional alignment.
* Understanding of wholesale financial markets, tokenisation, payments, and DLT concepts.
* Language proficiency: C1 English + B1 in another EU language.
* Advantageous: experience with retail payment systems or pan‑European/global payment solutions.
