Job Description ROLE PURPOSE As the Portfolio Manager for Structures assets, you will be accountable for the delivery of all Renewal and Improvement projects within this asset type. You will report to internal and external stakeholders on performance and issues impacting delivery and will be responsible for resolution management to ensure that all projects in the portfolio are delivered in line with expectations. You will lead a team of Project Managers and ensure that they receive the support and direction needed to deliver safely, on time, on budget and to quality. The projects include site investigations, design preparation, site permissions (roadspace and traffic management, and land, rail, and environmental access), construction, and project handover with client led approval points at each stage. The projects covers approx. £40m per annum over an average of 90 projects. Your role will focus on safe, predictable delivery against the annual programme, striving to unblock barriers for the works to be executed. The role will also require liaising with assigned project teams, contractors, and key stakeholders such as road space, asset and client sponsors, and environment management to achieve effective and economical outcomes. DIMENSIONS FINANCIAL responsibility: This role is responsible for delivery of an annual budget of c£40m of works delivery across renewal/improvement projects. ORGANISATIONAL: The role will interface in a matrix structure team, comprised of members from technical functions and oversee the work of c7-10 Project Managers INTERFACES INTERNAL: Asset Delivery Leads and Project team members, including Project Managers, CPS Commercial team, designers, field engineers, project controls, plus Network Operations function and CPS Senior Leadership Team members. EXTERNAL: Supply chain designers and subcontractors, other M25 Community members (particularly Framework contractors working for Connect Plus), National Highways stakeholders and external stakeholders ACCOUNTABILITIES Safety Demonstrate high standards of visible safety leadership. Ensure that the required levels of safety performance are delivered, and that behavioural safety is promoted throughout the teams, based on the principles of Making Safety Personal. Ensure that the safety culture within the team is strong. Delivery Accountability Review all programmes and budget forecasts monthly with their Project Managers, analyse performance trends, identify issues and risks, and agree reporting level and quality. Budget Management Review project costs monthly with their appointed Senior QS and reach agreement on the final report. Advise senior managers through Change Control any changes to scope or budget, continuously reflecting the aims or constraints set for the project or fiscal year. Stakeholder Engagement Develop and maintain strong relationships with other Asset Delivery Managers and all other relevant teams and clients to ensure that all parties’ project requirements are understood and accounted for. Resource Allocation Ensure responsibilities and objectives with respect to CDM regulations are met during the complete delivery on each of project in their portfolio. Reporting and Compliance Ensure all projects within the asset portfolio comply with relevant laws, regulations, and company policies. Prepare monthly reports on portfolio delivery, presenting these to clients and senior leadership where required.
