Highways Development Management has a significant impact on people's lives and plays a crucial role in regeneration, redevelopment, and daily life for residents of Staffordshire and beyond.

The team currently consists of two team leaders managing 14 staff members who handle approximately 3,000 planning applications annually, along with pre-application advice.

Main Responsibilities
* As a Project Engineer, you will provide detailed responses on planning applications as a statutory consultee, maintaining positive relationships with Local Planning Authorities (LPAs) and ensuring responses are detailed and comprehensive, covering all aspects of transport and highway safety.
* Prepare and issue comments, advice, and recommendations related to highway and transportation elements of planning applications, considering current design and transport guidelines.
* Audit Transport Assessments and Travel Plans, utilizing GIS analysis techniques and other accessibility planning software, based on your experience and knowledge.
* Proactively engage in pre-application discussions with developers to promote sustainable estate street layouts and designs, aligned with relevant Design Guides.
* Attend LPA planning committees to defend your responses as a statutory consultee.
* Prepare and present evidence for appeals and court proceedings under the Town and Country Planning Acts.
* Assist in implementing Development Plan Policies and the Staffordshire Local Transport Plan.
The Ideal Candidate
* Chartered Civil Engineer, Incorporated Civil Engineer, Graduate Civil Engineer with at least 5 years post-graduate experience, or HNC with a minimum of 7 years post-qualification experience.
* Experience relevant to planning applications, S278 and S38 Agreements, and working in partnership with internal and external bodies.
* Experience in the operation of agreements for street adoption and off-site improvement works.
* Experience working within multi-disciplinary teams.
* Ability to work within time and budget constraints.
* Full driving license.
* Willingness to support less experienced team members through on-the-job learning, coaching, and mentoring.
