Job Summary
:
As part of the Construction Delivery Team, this role will involve supporting the DCO process, inputs and application and include activities such as, but not limited to:
1. Establishing the parameters and set out the construction sequence for the delivery (construction) phase of the project.
2. Providing construction planning to support the engagement with stakeholders and support DCO activities
3. Assessing the project plans and engineering designs to demonstrate that the scheme can be delivered within the timeframe, will not affect the operations of the airport and minimise impact to the local communities.
4. Conduct constructability reviews and integration with the design team to ensure a buildable design, identify opportunities early to improve cost and delivery, identify issues early ad incorporate into design.
5. Construction work planning including construction techniques for delivery
6. Work Packaging and sequencing
7. Supply Chain review including capabilities and availability
8. Construction logistics planning
The Construction Engineer role will support the Senior Construction Engineer in the development and delivery of this critical component of the programme, ensuring scope, schedule, and quality requirements are met safely and efficiently.
Major Responsibilities:
9. Input into constructability reviews to optimise construction sequencing, logistics, and methodology.
10. Coordinate with engineering and design consultants to ensure construction requirements are reflected in design deliverables.
11. Support the development of site layouts, temporary works strategies, logistics and phasing plans for construction in a live operational environment.
12. Assist in developing overall construction execution plans, staffing strategies, and resource estimates.
13. Collaborate with Procurement and Supply Chain to develop construction packaging and delivery strategies.
14. Ensure health, safety, and environmental (HSE) considerations are embedded in all aspects of design and planning.
15. Review and monitor implementation of robust quality control plans during design and construction phases.
16. Maintain awareness of design evolution, scope changes, and their potential impacts on construction methods, costs, and schedules.
17. Contribute to cost estimates, budgets, risk assessments, and progress reporting for construction scope.
18. Provide guidance and mentorship to assigned project and field personnel, promoting a culture of safety, collaboration, and excellence.
19. Establishes a design/field engineering working relationship and lines of communication with the Project Engineer including agreement on engineering deliverables.
20. Coordinates with design on constructability issues
21. Reviews project controls documents on progress relating to cost and schedule
22. Ensures the Zero Accident Philosophy is incorporated into all aspects of construction operations.
23. Establishes and assures adherence to budgets, schedules, work plans.
Education and Experience Requirements:
24. Bachelor’s or master’s degree in Civil Engineering, Construction Management, or related discipline and relevant work experience.
25. Knowledge of construction methods, procedures, and sequencing for civil and airfield works.
26. Experience of working on project within live operational facilities.
27. Strong knowledge of HSE requirements and proven track record of promoting a safe working culture.
28. Interpersonal and communication skills, with the ability to coordinate across multiple disciplines and stakeholders.
29. Demonstrated ability to provide sound technical leadership and problem-solving under pressure.
Required Knowledge and Skills:
30. Chartered Engineer (CEng) or equivalent professional registration.
31. Experience in aviation, airfield, or major transportation infrastructure projects.
32. Knowledge of UK construction and safety regulations, including CDM requirements.
33. Experience with NEC contract administration and project delivery frameworks.
34. Prior experience in planning and executing brownfield projects in live environments.
