The HR Business Partnering team is looking to appoint an Assistant HR Operations Manager to support several divisions within East Lancashire Hospitals NHS Trust. The successful candidate will work closely with the HR Operations Manager / Senior HR Business Partner and will provide HR advice, support and information on a range of operational HR issues. The role requires autonomous case‑management, prioritisation of work against deadlines, and escalation of complex matters to senior leadership.
Responsibilities
* Support the HR Operations of their nominated divisions, including Corporate, Family Care, District Education, Research & Innovation, Diagnostics, Clinical Support Services, Estates and Facilities.
* Provide accurate and timely HR advice and support on operational matters, including employment law, policy interpretation and workforce planning.
* Manage an assigned caseload, working autonomously to meet deadlines and deliver high‑quality service.
* Escalate complex issues to the HR Operations Manager and Senior HR Business Partner where appropriate.
* Collaborate with managers and staff to build strong working relationships and influence decisions in the best interest of the Trust.
* Analyse workforce information and contribute to workforce change programmes.
* Maintain professional knowledge of NHS terms and conditions of employment and labour relations.
* Travel between trust sites as required.
Essential Qualifications
* Degree level education or equivalent relevant work experience.
* Qualified to CIPD Level 5 or actively working towards it.
* Evidence of continuing professional development.
* Operational HR experience, preferably within a public sector or NHS environment.
* Experience of working with Trade Unions.
* Knowledge of employment law and HR best practice.
* Proficient user of MS Office packages.
* Excellent oral and written communication skills, strong influencing and negotiation capabilities, and effective time management under pressure.
Desirable Qualifications
* CIPD Level 7 qualification.
* Experience of supporting workforce change programmes and analysing workforce data.
* Experience in the NHS or other public sector organisations.
* Knowledge of NHS terms and conditions of employment.
* Effective coaching, mediation and conflict resolution skills.
* Demonstrated understanding of the external strategic environment.
