Overview
Environment Agency seeks an ECU Manager to lead the Economic Crime Unit (ECU) within the National Environmental Crime Unit (NECU). The successful candidate will dirige a specialist team dedicated to removing the financial benefit from criminals, lead financial investigations under POCA, and drive continuous improvement in our practices. The role requires leadership of dispersed teams, strategic collaboration with internal and external partners, and contribution to the organisation's wider improvement of processes and POCA understanding.
Responsibilities
* Lead and manage two Team Leaders (Asset Denial Team and Money Laundering Investigation Team) and a Senior Financial Intelligence Officer.
* Provide strong leadership, mentor and develop your team, manage performance and work delivery.
* Serve as strategic lead for managing financial investigations to meet POCA obligations.
* Collaborate with internal teams (Investigatory Teams, Intelligence & Partnerships, Legal) and external partners (Police, National Crime Agency, HMRC).
* Influence senior stakeholders to ensure EA priorities are recognised by external enforcement agencies.
* Support the wider organisation in improving processes, sharing lessons learned, updating technical documentation, and advising enforcement officers nationwide.
Team and Environment
The ECU consists of two teams – Asset Denial and Money Laundering Investigations – comprising Financial Investigators, Financial Intelligence Officers and Crime Analysts. The unit is nationally dispersed and handles serious, complex criminality involving organised crime networks.
Experience and Qualifications
* Exceptional leadership skills, ideally with experience leading a dispersed team.
* Good understanding of financial investigations and the Proceeds of Crime Act (POCA).
* Experience in:
o Working in the law enforcement sector with knowledge of the National Intelligence Model.
o Effective communication, including delivering feedback, performance management, and stakeholder relationship building.
o Working under pressure and prioritising varied workloads.
o Identifying improvement areas and leading changes to working practices.
o Developing and enhancing the capability of a team and its individuals.
Eligibility and Working Arrangements
This is a hybrid role with flexible home and office work. Travel across the country for meetings and operations is required. Incident response is a central part of duties, and availability to respond to incidents or provide business continuity support may attract additional pay. Training and workplace adjustments are available.
