Location: Strategic Headquarters Eastleigh. Hybrid working is available, with a requirement to attend the office at least one day a week, more often if needed.
Contract: Full‑time (37 hours per week) and Permanent.

About the Role
As Commercial Business Partner you will hold strategic responsibility for procurement activity and staff, acting as a trusted business partner to senior police and staff leaders to support operational effectiveness and value for money. You will be a member of the Senior Leadership Team, contributing at SLT level and attending relevant meetings and briefings across the force.
You will lead and oversee the delivery of large and/or complex procurements, taking personal responsibility where required and providing professional leadership to others with delegated accountability. You will ensure the delivery of sustainable, cost‑effective outcomes and continuous improvement, in line with legislative requirements, governance and corporate objectives.
You will play a key role in the development and implementation of the Corporate Procurement Strategy and associated strategic initiatives, embedding effective procurement strategies, tools, and techniques.
A key aspect of the role will be early engagement with operational policing leads, stakeholders, and partner organisations to shape commercial strategies and ensure procurement activity aligns with organisational priorities and regulatory requirements.

What we are looking for in our successful candidate
We are looking for someone who is educated to QCF Level 7, or has comparable work experience. It is essential that the successful candidate has extensive experience of working at a senior level in procurement within a multi‑disciplinary organisation.
* A strong understanding of the strategic context for procurement, with proven experience of developing and implementing business processes and strategies aligned to organisational objectives.
* Sound knowledge of relevant UK Procurement legislation, regulatory requirements, and policy.
* Demonstrable experience of applying critical thinking and analysis to resolve complex and strategic procurement issues and make evidence‑based recommendations.
* Proven ability to deliver outcomes that support departmental and corporate objectives while ensuring compliance with internal policies and external procurement regulations.
* Strong project management and planning skills, with the ability to manage complex workloads and competing priorities effectively.
* Well‑developed interpersonal skills, including effective negotiation, persuasion, and clear written and verbal communication.
* Significant line management experience, including coaching and mentoring to develop team capability and performance, and managing employee relations and conduct matters.
* Experience of working in a policing or public sector organisation.
