Project Manager – Leeds (Rail) - Structures and Bridges

Welcome to TRU East:

The Transpennine Route Upgrade (TRU) aims to deliver faster, longer, more frequent, and more reliable services across the north of England, from Newcastle, Hull, and York towards Manchester and Liverpool via Leeds.

The aim of the TRU East Alliance is to transform the East of Leeds route, allowing people to travel faster, more reliably, and in greater comfort between the North’s great cities. Providing passengers with more choice, more seats, and better facilities on a safer, cleaner, and more environmentally friendly railway.

You will be responsible for leading and being accountable for a project (or aspect of a larger project) or a portfolio of small projects, ensuring that the scope of works is delivered safely, on time, to the required quality standards, meeting the acceptance criteria, and achieving the expected financial outcomes.


What you will be doing

* Take full ownership of the delivery of the project, ensuring it is completed safely, on time, in accordance with contract requirements, and within budget.
* Ensure works are planned, managed, and delivered in a safe, controlled, and environmentally sustainable manner.
* Create and review risk assessments regularly.
* Ensure responsibilities of the Principal Contractor are discharged in line with CDM Regulations.
* Organize the project team to deliver the contracted scope of works.
* Manage the project team, providing guidance and supporting their professional development.
* Chair regular project team meetings, ensuring actions are recorded and closed out.
* Identify, understand, and deliver project requirements; resolve and control key issues.
* Refer significant issues to the overseeing manager and collaborate to manage and resolve them.
* Manage the “fit to start” process to ensure controlled and timely mobilization.
* Ensure effective, comprehensive, and formal handover from the team to the delivery team.
* Arrange for mobilization and demobilization of projects as needed.
* Develop and maintain effective communication and relationships with the client and other stakeholders.
* Ensure contract requirements are complied with and properly administered.
* Implement robust change control processes to manage impacts of change.
* Maintain detailed records and allocation sheets for all project aspects.
* Lead resource forecasts aligned with the program, including staffing, labor, plant, and materials.
* Ensure the financial performance of the project meets or exceeds targets.
* Review the project CRF monthly.
* Report project performance transparently and accurately.
* Develop and implement improvement actions to meet financial objectives.
* Assist in procuring suppliers and subcontractors.


Who we are looking for

* Experience in high-profile, politically sensitive railway enhancement projects focusing on bridges and structures.
* Appropriate safety training and qualifications (e.g., PTS).
* Experience in project and construction management of engineering projects, integrating multi-disciplinary workstreams from multiple contractors.
* Client and stakeholder management, including managing project teams.
* Knowledge of project controls and ability to interpret project status.
* Commercial awareness and planning experience.
* HNC / HND or NVQ Level 5 (or Degree).
* Professional qualification or working towards one.
* Innovative thinker who thrives on finding creative solutions to delivery challenges.
