Purpose and Function

To be responsible for the day‑to‑day management of the City Hall as a facility and the ancillary services including employee supervision, maintenance and limited catering provision.

Job Title: City Hall Supervisor

Salary Scale: Scale 6 SCP 20‑23

Car User Status: Use of Council vehicle


Principal Duties and Responsibilities

* Manage and maintain City Hall and ancillary buildings, with responsibility for overseeing security including the operation of the City Hall CCTV system and associated procedures, including the automated car park barrier, burglar and fire alarm systems.
* Supervise employees and casual workers, ensuring cover for routine and out of hours events. Responsible for the motivation of employees and ensuring compliance with and promotion of equality, health and safety and employee development in line with Council human resources policies and legal requirements.
* Coordinate bookings to make sure rooms are set‑up and cleared in a timely and appropriate manner for civic functions, events, meetings and weddings.
* Ensure that all public areas of the building are properly maintained and cleaned and adhere to health and safety regulations to include the maintenance of fire safety procedures.
* Supervise in‑house catering to include tea/coffee, sandwiches and light meals for Members of Council, Officers and visitors. Act as Master of Ceremonies and supervise occasional dinner parties and formal lunches. Be responsible for maintaining and controlling bar stock in the City Hall cellar and Mayors Parlour.
* Processing invoices in relation to the provision of food and refreshments.
* Attend remembrance and other civic commemorative events, assisting with the organisation and management of Councillor participation, ensuring smooth delivery and adherence to protocol.
* In liaison with the Mayors Secretary, ensuring the Mayoral Driver is allocated other work when not on driving duties.
* Supervise and assist with portering/lifting of deliveries to, and despatches from, City Hall and other buildings, to all locations throughout the Borough.
* Provide tours of the building and give talks to visiting groups on the history of the City Hall and meet and greet visitors as requested by Senior Management.
* Administer and maintain the City Hall Asset Register.
* Co‑ordinate the out of hours security arrangements at the City Hall and North Down Museum and assist with security arrangements at other Council owned building if required.
* Undertake the duties in such a way as to enhance and/or protect the reputation and public profile of the Council.
* Undertake any other appropriate duties as may be allocated from time to time in accordance with the general nature of the post.


Person Specification

The person specification provides information on the qualifications, experience, knowledge and skills required to carry out the duties of the post. The essential criteria will be used for shortlisting and as part of the selection process.


Essential Criteria

* 2 A Levels or equivalent
* At least 1 year experience of the supervision of staff.
* At least 1 year experience of working with the public in a face‑to‑face capacity.
* At least 1 year experience of building security and key holding experience.
* At least 1 year experience of driving a vehicle on a public highway.


Desirable Criteria

* Previous experience of keeping basic records.
* Experience of driving in a professional capacity.

* Sensitivity to the differing requirements of individuals and groups of visitors.
* Good organisational skills.
* Leadership skills.


Other Requirements

* Hold a Current Valid Category B Driving Licence.
* Ability to work early mornings, evenings, weekends and bank holidays as required.
* Consent to a basic Access NI check.
* Appointment will be subject to satisfactory completion of a driver assessment and medical questionnaire.
* The selection panel reserves the right to enhance the shortlisting criteria to facilitate the process when necessary.
