Description P rospective officers and staff must be held to a higher standard of behaviour and accountability than members of the public, and that therefore their right to privacy can be fettered in certain circumstances. This is to ensure that members of the police are fully aware and accountable for the unique powers entrusted to them and the standards of professional behaviour they swear to uphold. Specific Role Purpose: The West Midlands Regional Organised Crime Unit (ROCU WM) is a collaboration between the police forces of Staffordshire, West Midlands, West Mercia and Warwickshire. The aim of ROCU WM is to reduce the impact and increase the disruption of serious and organised crime within the region and beyond. The Regional Economic Crime Unit (RECU) sit within ROCU WM. We are creating a new co-ordination role that will work in partnership with law enforcement, education and private industry, to mitigate the risk of economic crime and reduce vulnerability in our communities. The successful candidate will provide support to operational activity through the delivery of prevent, protect, and prepare opportunities. You will also have experience building and maintaining working relationships to support national and local initiatives to raise the profile of money laundering & other economic crime threats. You will maintain an oversight of operational activity and be able to identify patterns and themes in current local and national activity across law enforcement and partners; using this to direct your own work. You will be live to national priorities and emerging threats and able to utilise limited resources to maximise disruption opportunities. You will act as an advocate for the victim; liaising with financial institutions and the Banking Ombudsman utilising the Contingent Reimbursement Model (CRM), in order to recover funds in support of dedicated force resources. You will have the ability to work on your own initiative as well as part of a team, with strong interpersonal skills, confidence, innovation, and the ability to express ideas and communicate effectively both verbally and in writing. Training and CPD will be provided. Specific Role Responsibilities: MAIN DUTIES AND RESPONSIBILITIES: - • Lead by example and behave in line with the Police Code of Ethics ensuring that the force values and behavioural expectations are clearly understood and considered by managers, officers and staff in their decision making and actions; reinforcing and influencing them through all interactions and processes. • Identify and engage with local offender managers to support effective economic crime offender management. • Identify and build partnerships with public, private industry, education and third sector partners to promote the prevent/protect message and identify national & regional initiatives to raise the profile of money laundering & other economic crime threats. • Support national and local prevent/protect activity coordinated by national law enforcement agencies. • Work in partnership with Regional Organised Crime Unit’s and Law Enforcement Agencies to develop prevent/protect strategies based upon evidence from ongoing investigations, identifying current threats and “lessons learnt” for sharing across the network. • Deliver presentations and promote money laundering & other economic crime prevent and protect initiatives, to support learning internally & externally at police and partnership conferences and meetings. • Work alongside law enforcement, academia and private industry to understand the money laundering & economic crime impact upon businesses and industry, deliver strategies that aimed at reducing the identified harm. • Enhance the support and signposting available to victims of crime alongside Victim Support Services to ensure that victims receive appropriate and timely support and/or safeguarding. SPECIFIC COMPETENCIES REQUIRED FOR EFFECTIVE PERFORMANCE Essential Skills and Experience: • Evidence partnership working and the Ability to build and influence effective working relationships across internal and external professional networks. • Ability to work under pressure to specific deadlines to ensure timely, meaningful and current information is delivered and disseminated professionally across the law region, where necessary exhibiting both adaptability and flexibility • Able to work on their own initiative whilst within a team environment • Demonstrate high confidentiality and integrity • Proven communication and report writing skills and ability to develop clear, concise and articulate technology and data strategies for a variety of audiences. • Knowledge of money laundering & other economic crime trends, threats, methodologies, enablers and terminology. Desirable Skills and Experience: • Experience of public engagement, communication and messaging across the 3P objectives • Holder of a current driving license • Is prepared to work flexible hours to suit the requirements of the department and role. • Prepared to travel throughout the UK as required.
