Positive Employment is currently recruiting for a Head of Facilities Management and Capital Projects on behalf of our client, a government organisation based in South East London.
The successful post holder will lead, manage and direct the strategy and internal governance for the delivery of Facilities Management (FM) across the organisation and its partner services.
This is a temporary contract for an initial 6-month period, with the possibility of extension. The role offers hybrid working, with 3 days per week required on site.
Duties and Responsibilities include, but are not limited to:
* Lead and manage the strategic delivery of Facilities Management services across the organisation and partner organisations.
* Implement and oversee the strategic direction of FM operations, ensuring regular review of contract management arrangements, building-related duties and procurement compliance.
* Oversee FM energy-related works and initiatives supporting net carbon zero efficiencies through lifecycle repairs and upgrades.
* Formulate and deliver plans for the management of the organisation’s property assets, ensuring all assets are appropriately inspected and maintained in line with legislative and regulatory requirements.
* Develop and implement effective Facilities Management arrangements across all premises occupied by the organisation, its staff and service partners.
* Present timely, robust and relevant property and land asset information and advice to Members and Officers.
* Ensure the organisation’s property assets are regularly inspected, maintained and reviewed to maximise value and ensure assets remain in good repair.
* Ensure compliance with all statutory and legislative requirements relating to the ownership and use of the organisation’s property assets, including risk assessments and remedial works.
* Establish and manage contracts and agreements with contractors and service providers to deliver Facilities Management functions effectively, on time and within budget.
* Procure specialist contractors and providers where appropriate.
* Direct and monitor contractors and providers to ensure services are delivered to agreed standards, budgets and timescales.
* Maintain up-to-date knowledge of relevant statutory and regulatory requirements relating to Local Authority property management and the organisation’s constitutional procedures.
* Provide timely advice and reporting to the Deputy Director Finance and Property, Cabinet Members and other senior stakeholders.
Personal Requirements:
* Degree in Facilities Management or a related discipline.
* CIWFM or equivalent professional accreditation.
* Project Management qualification such as PRINCE2.
* Strong knowledge of statutory and regulatory requirements relating to Local Authority property and Facilities Management.
* Proven experience managing contracts, procurement activities and external contractors.
* Demonstrable leadership and stakeholder management experience within a public sector or complex organisational environment.
Working Hours: 37 hours per week, Monday to Friday
Pay Rate: £696.55 per day
